Place of performance is Concord, Massachusetts, spanning the park's 1,000-acre footprint across Lexington, Lincoln, and Concord. The scope encompasses fabrication and installation of 164 new signs across multiple categories—8 roadway guide signs, 44 pathfinder signs, 38 parking and accessible parking signs, 2 post and panel signs, 18 trailside safety signs, 31 trail directional signs, 10 tactile restroom identification signs, and 13 trailhead signs—plus demolition and disposal of no more than 105 existing signs. All signs must comply with Massachusetts Department of Transportation and local town standards. The base contract term runs 220 days from September 2026 through September 30, 2027. Direct Print to 0.080 aluminum is the preferred graphics manufacturing method; HPL is acceptable. An organized site visit walkthrough is scheduled September 1, 2026, from 8:00 AM to 11:00 AM ET at 174 Liberty Street, Concord, MA 01742; offerors are urged to attend. The Government intends to award one firm-fixed-price contract. Evaluation uses best-value tradeoff based on five factors in descending importance: Technical Approach, Project Experience, Management Experience, Past Performance, and Cost/Price, with non-price factors significantly more important than price. Service Contract Act wage determination 2015-4047 (Revision 35, effective August 13, 2026) applies to Massachusetts counties including Essex, Middlesex, Norfolk, Plymouth, and Suffolk, establishing minimum wage rates and fringe benefits.
