About this file
This document is Amendment 0001 to Request for Quote (RFQ) Number 140P4326R0034 for Sign Fabrication, Installation, and Demolition services at Minute Man National Historical Park. The solicitation is issued by the National Park Service, Northeast Region (NPS, NER) located at Boston National Historical Park in Boston, Massachusetts, with Contracting Officer Jason Albright serving as the point of contact (617-519-6145). The amendment provides clarification on site visit attendance information, organized on September 1, 2026, and responses to ten questions submitted by potential contractors regarding project scope, graphic manufacturing methods, and installation specifications.
Key project details include a Period of Performance from October 1, 2026, through September 30, 2027, with proposals due September 11, 2026, at 10:00 AM and questions due September 3, 2026, at 10:00 AM. The scope encompasses sign fabrication, installation, and demolition services across multiple sign types (parking, wayside, trail directional, trailhead, and facility signs). The amendment clarifies that Direct Print to 0.080 aluminum is the preferred manufacturing method for graphics (with HPL as an acceptable alternative), confirms the National Park Service will provide archaeological monitoring, specifies that RP signs are single-panel 16" x 9" configurations, and provides detailed installation method requirements referencing Construction Documents in Attachment B. The amendment also includes location specifications for 13 Reserved Parking (RP) signs distributed across six parking areas within the park and clarifies post configuration requirements based on sign type, location, and wind load considerations.

PROJECT-WIDE QUESTIONS
- Clariy Sign Access, Install Methods, and Demo Methods: Can machinery be used? Yes, most sign sites can be accessed with equipment. All signs along the Battle Road Trail can be accessed via service drives and lanes. The Battle Road Trail can be driven along with vehicles and associated equipment. Signs on the Smith Path and Fiske Hill Loop Trail are to be carried in. For signs along roadsides and the Battle Road Trail, signs may be pulled with equipment, but not dug out with an excavator/bucket. Sign post holes for sign installation may be dug with an auger.
Most signs include concrete footers as detailed in the Attachment B: Construction Documents. The Battle Road Trail is a decomposed granite trail stabilized with Organic Lock. Machines can be driven on the trail, but not rotated/spun. Making a multi-point turn with tracked machinery ensures that the trail surface is not damaged.
- As noted in the contract, some signage needs to be resized. Will the Park provide updated graphics/artwork where signs need resizing?
The park and National Park Service Harper’s Ferry Design Center will provide fonts and design standards. Where noted in table, the contractor will resize the sign graphic to the appropriate size for the sign location. In most cases, the signs that need to be resized are to match the existing sign to be removed “Demo”).
- What are the sign ootings? See Attachment B: Construction Documents for sign footings by sign type.
Request for Quote Number 140P4326R0034 Sign Fabrication, Installation, and Demolition at Minute Man National Historical Park Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326R0034, Sign Fabrication, Installation, and Demolition at Minute Man National Historical Park.
1) For the graphics specified as HPL, should these be priced as HPL as indicated in the solicitation documents, or should they be powder-coated graphics to match the existing graphics onsite for the same sign types?
Answer: HPL and Direct Print are acceptable as manufacture methods. Most of the most recent signs installed/replaced in the park (2024) were “Direct Print to 0.080 aluminum,” so this is the preferred method listed in the table in the Scope of Work.
HPL is also allowable for park signs. Tasks 3 and 4 ensure that signs will be printed to NPS sign standards and specifications.
2) The demolition scope references an archaeological monitor in connection with the removal of one sign. Is the contractor responsible for providing and coordinating the archaeological monitor, or will this be provided by the Park?
Answer: The Park will provide the archeological monitor. All sign sites have been inspected by the park’s archeological compliance team in advance of the installation.
3) What format do we use to submit our estimate? How do we add supporting info (past Projects, areas for savings, etc.)?
Answer: There is no required format. A recommended format is Technical Capability, Management Capability, and Past Performance separated from Cost/Price. Pricing information should include enough detail to support meaningful price evaluation. Two .pdf files are preferred.
Refer to the EVALUATION PROCESS and EVALUATION FACTORS in the solicitation.
Amendment 0001
4) Trail Directional signage calls for 0.50" HPL "map" panels however, the drawings indicate a panel with text. Should these signs be HPL or painted aluminum with either vinyl or reflective text? Reference drawing ST-TD-L on page 67 of the drawings, and Page 76 of the Approved Signs in the Attachment A Sign Layouts package?
Answer: Refer to the table in the Scope of Work document, PP-S, TS-M, TD-L, TD- M, TD-S, and TD-FP are all specified to be direct print aluminum panels to match signs installed in the year 2024. (Note there are no “ST” sign type abbreviations used in the Scope of Work.)
For PP-S, TS-M, and TD-FP the metal posts shown in Attachment B – Construction Documents will instead be PT Milled Posts as indicated in the Scope of Work table.
None will be reflective text as these are daytime use areas.
Regarding “map” panels, only TH signs include maps.
5) In the Attachment A Sign Layouts package, under Reserved Parking and Accessible Parking signs on page 9 of 23, a reference is made to National Park Service post standards. Where are these standards located?
Answer: The NPS post standards for the Reserved Parking (RP) and Accessible Parking Signs (AP), are shown in Attachment B – Construction Documents, pages 32, 36, 37.
6) It appears as if the Tactile Restroom Identification signs are to be mounted to the exterior of buildings. What material should be used? How will these mount to the building?
Answer: Tactile Restroom Identification signs are mounted as VHB (Very High Bond Tape) and Stud Mount to Wall (see Attachment B - Construction Documents, page 88).
7) For the Trail Directional Signage, the Trailhead Large and the Trailhead Small signage, what installation method will be used? The drawings show four methods based on sign size: (1) direct bury, (2) baseplates and J bolts, (3) posts with fins into backfilled earth, and (4) base posts in concrete into which sign posts slide and are bolted into. Which option is preferred for each size?
Answer: For Trail Directional (TD) Signs, Trailhead Large (TH-L), and Trailhead Small (TH-S) signs, the installation method is shown on Attachment B – Construction Documents, page 59, Upright Direct Embed with Stabilizer Fins, 36”
Amendment 0001 minimum depth. This is the park’s preferred method of securing the signs without concrete footers.
8) RP-9 through RP-13 Sign Layouts / Locations Where can we find the sign layouts for RP-9, RP-10, RP-11, RP-12, and RP-13?
Additionally, could you please confirm where these signs are being installed?
Answer: The locations for RP- 9 through 13 are not shown in the Attachment C Location Plans. The park staff/COR will indicate the locations of these signs within NPS parking lots.
The RP locations are as follows: MMVC (4), NBVC (3), Monument Street (2), Wayside (1), Hartwell (2), and Paul Revere Capture (1).
RP-1, 2, 3, 4: Minute Man Visitor Center Parking Lot RP-5, 6, 7: North Bridge Visitor Center Parking Lot RP-8, 9: Monument Street Parking Lot RP-10: The Wayside Parking Lot RP-11, 12: Hartwell Tavern Parking Lot RP-13: Paul Revere Capture Parking Lot
9) RP Sign Layouts Are all RP signs now to use the single-panel layout measuring 16" x 9"? We are referencing page 31 of Attachment B – Construction Documents.
Answer: Yes, RP signs are a single panel measuring 16” x 9” and locations are detailed in Attachment A, Sign Layouts, Page 50 and Attachment C-1, Page 11. Also in sign table in contract. The rationale for combining the two signs is to eliminate the duplication of “no idling.” The RP locations are as follows: MMVC (4), NBVC (3), Monument Street (2), Wayside (1), Hartwell (2), and Paul Revere Capture (1).
RP-1, 2, 3, 4: Minute Man Visitor Center Parking Lot RP-5, 6, 7: North Bridge Visitor Center Parking Lot RP-8, 9: Monument Street Parking Lot RP-10: The Wayside Parking Lot RP-11, 12: Hartwell Tavern Parking Lot RP-13: Paul Revere Capture Parking Lot
Amendment 0001
10) PF & RG Post Configuration
The PF and RG sign types include some relatively narrow panels, such as 14", 18", 23", etc. Is there a specific panel-width threshold or other criteria that determines when a PF or RG sign should be installed using one post instead of two posts?
Answer: Refer to post specifications for RG and PF signs in table within Scope of Work for each sign. The specification for one post versus two is not solely sign width. Instead, the sign post specification is based on sign type, sign location, and wind load. For example, signs adjacent to sidewalks, stone walls, or in narrow right-of-way locations are single post. Several sign types are double posts to align with NPS messaging within the park. Signs in exposed, windy locations along busy roadways are double post. For some RG signs that are 36” +/- in width, the sign will be strapped to an existing post. For more detailed information on RG signs, refer to Town of Concord and Town of Lexington Compliance Attachments F and G.
