About this opportunity

The General Services Administration (GSA) is seeking architectural, engineering, and construction services for the renovation of the Minton Capehart Federal Building Garage in Indianapolis, IN. The project involves concrete repair and replacement, as well as upgrades to affected systems such as piping, storm drains, fire protection, and wiring. Additionally, new Electric Vehicle Supply Equipment (EVSE) will be installed. This is a two-phase design-build procurement using the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures. In Phase I, GSA will select the most highly qualified offerors to participate in Phase II, where they will submit technical and price proposals. Evaluation factors include technical qualifications, design-build approach, lead designer's qualifications, and past performance. A virtual pre-proposal meeting will be held on October 1, 2024, and Phase I proposals are due by November 1, 2024.

This is a full and open competition available to both large and small businesses, with large business offerors required to submit a small business subcontracting plan. The estimated price range for the project is $20-30 million. The renovation must comply with the Secretary of the Interior's Standards, as the garage is a contributing structure to the historic Minton-Capehart Federal Building complex, which is eligible for the National Register of Historic Places. GSA intends to award a single design-build contract with a period of performance of 787 calendar days for substantial completion and an additional 90 days for contract completion.

Notice text

The General Services Administration (GSA) Design Excellence Program seeks to commission architects, engineers, and construction professionals to maintain and modernize our legacy federal buildings for the next 50 to 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; and creates environmentally responsible and superior workplaces for civilian federal employees.

In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, regulation or Executive Order, all facilities will meet performance targets and security requirements.

The GSA intends to award a Design-Build (DB) contract for the Minton Capehart Garage Renovation in Indianapolis, IN pursuant to the Federal Acquisition Regulation (FAR) Two- Phase Design-Build Selection Procedures (FAR Subpart 36.3).

The project involves the renovation of the Minton-Capehart Federal Building Garage, 575 N Pennsylvania St, Indianapolis, IN 46204.  The renovation will involve concrete repair and replacement and include systems that are affected by the concrete work. Such systems may include piping, storm drains, fire protection systems, wiring, etc.  Additionally, new Electric Vehicle Supply Equipment (EVSE) to support charging vehicles will be furnished & installed.

The existing parking garage is a two level 170,000 gsf reinforced concrete parking garage.  The garage consists of 1 level partially below grade and 1 level above grade. GSA is pursuing a project that strives for innovative use of renewable energy and carbon reduction technologies. The parking garage is a contributing structure to the Minton-Capehart Federal Building (1971) complex which is eligible to be listed on the National Register of Historic Places (NRHP), so GSA treats this building as if it is on the register and Section 106 of the Historic Preservation Act applies, and Secretary of the Interior’s Standards must be complied with.

The purpose of Phase I (the request for qualifications) is to select the most highly qualified Offerors from Phase I to participate in Phase II (the request for proposals). At the conclusion of Phase I, GSA will invite the Short-Listed Offerors to submit Phase II proposals.
