About this file

This document is a government file related to a federal contract opportunity for the Minton Capehart Garage Renovation project in Indianapolis, Indiana.

The General Services Administration (GSA) is seeking architectural, engineering, and construction professionals to perform design and construction services for the renovation of the Minton-Capehart Federal Building Garage. The project involves concrete repair and replacement, as well as the installation of new Electric Vehicle Supply Equipment (EVSE). The renovation must comply with the Secretary of the Interior's Standards as the garage is a contributing structure to a building eligible for the National Register of Historic Places.

This is a two-phase design-build procurement under FAR Subpart 36.3. In Phase I, GSA will select a maximum of three highly qualified offerors to participate in Phase II, where they will submit technical and price proposals. GSA intends to award a single contract to the successful offeror. Large business offerors will be required to submit a small business subcontracting plan as part of their Phase II proposal.

LEC Instructions Purpose of the Project Submittal/Reporting Form:

Frequency of Project Submittal Updates (Milestones):

This workbook is used to track sustainability impacts of Inflation Reduction Act (IRA)-funded low embodied carbon (LEC) materials, emerging and sustainable technologies (E&ST), and high performance green building (HPGB) work items in GSA-owned buildings.

All data is captured at the work-item level (as reported in IRIS), and should be identified by a Kahua project ID, building ID, accounting string ID (ASID), and Work Item (WI) number. Data should be updated when each line-item reaches the milestone, as defined in Kahua, that matches the submittals listed in the tables below. Milestones are specific to the project type (Energy Savings Performance

If your team has information to share at a Kahua milestone that does not align with the defined submittals, you may select an alternative milestone from the dropdown list. If a work item is cancelled or deferred, please select that as a milestone.

Contract (ESPC) or non-ESPC.

Please inform our team if you need a specific milestone added to the dropdown options.

*LEC Milestone Guidance is currently in development. Below is the proposed guidance.* Project teams should refer to the guidance in the current version of the solicitation desk guide regarding submittal frequency

Updating and Adding LEC Data The following will highlight key instructions for completing the IRA LEC data. For a more comprehensive guide with detailed instructions, please consult the IRA Input Database SOP linked with other further resources at the bottom of this instruction manual.

This will serve as a reference guide, offering detailed descriptions and definitions for the elements or attributes present in this sheet.

These categories allow for identifying your unique project. LEC Identifier is required only if one work item is represented on multiple rows:

The categories below are needed to perform database calculations. We recognize not all projects have EPDs available or exact quantities in early phases. Until you have an EPD please provide your best estimate for quantity and a reported threshold target.

The categories below are the minimum data requirements for initial project submissions:

1.) Start by entering data into the cells highlighted in gold. Begin with the gold boxes located at the top of the tracker as illustrated in the image below.

Click through them and input the required information.

2.) Each row of data should uniquely correspond to a SINGLE work item, that is, each line has a unique LEC material and subcategory. For example, asphalt and concrete should be represented as two separate work items; as shown below.

Additionally, if LEC materials of the same material and subcategory have different EPDs (and different global warming potentials (GWPs)), they must go on their own line.

3.) When you encounter the 'quantity' column, in this section you will specify how much of each material was acquired.

Quantities may change throughout your project. At that point you will be allowed to edit the live view of your form.

The categories below are needed to perform database calculations. We recognize not all projects have exact quantities in early phases.

Please provide the most accurate information available for your project, data can be updated after the initial submission to reflect new information and changes.

For savings, fill in all fuel types relevant to your project.

Not all data elements will be applicable to all projects - i.e. not all ECMs use refrigerants, and not all ECMs will result in O&M cost changes.

Project teams should also ensure all other fields remain up to date as the project progresses.

The following should be entered as soon as project teams have the data available (if applicable).

1.) Start by entering data into the cells highlighted in gold. Begin with the gold boxes located at the top of the tracker as illustrated in the image below.

Click through them and input the required information.

2.) Each row of data should uniquely correspond to a unique energy conservation measure (ECM) or water conservation measure (WCM).

Quantity should reflect the amount of each technology deployed within a building, i.e. if 300 meters are installed, enter 300.

If the project team has accurate quantity values please report them to increase the precision of IRA data. If not, enter a quantity of 1.

If multiple ECMs/WCMs are installed under one work item, please ensure that the ECM/WCM lifespans and specs are the same.

For example, if you are installing multiple boilers with different estimated lifespans, those entries would need to be split into two line items.

4.) After completing the form, carefully review all your responses to ensure there are no duplicates, errors, or misreported information.

Once you have verified the accuracy of your answers, kindly proceed to close the form to ensure proper recording of your responses.

If this is your initial submittal, please email IRAsustainabilitysubmittals@gsa.gov to initiate CIPMO project review.

Please ensure that total costs, energy, and water savings are accurate and reflect that of the entire line item (i.e. totals for all 300 meters).

CIPMO Reviews do NOT need to be conducted for project sheet updates, but our team will be monitoring for data quality concerns.
