RFIs and Responses

RFP No. 47PF0024R0102

Minton Capehart Garage Renovation Design Build

Questions: Answers:

1. Factor 1: Will GSA consider extending the similar project time frame to include projects that have been completed within the last 12 years (or 15) instead of 10? For small businesses, this is especially helpful since we complete fewer projects per year than large firms.

Projects that were completed beyond the ten years will be considered. But projects completed within ten years are considered more similar per the RFP.

2. Factor 3, a, i: Would it be acceptable to submit a project for Lead Designer portfolio project for which design is 100% complete but construction has not started (for at least one portfolio project?). It seems the Standard for Evaluation can still be met/addressed for projects that have reached design completion.

In connection with this Factor, yes.

3. Factor one is described as dealing with past work experience on similar projects for both the Offeror and the DOR, but factor three seems to be asking for the same thing for the DOR again? Can you please confirm the following:

a. We are to submit specific past similar projects for this factor.

b. We are to submit past projects for both the

Offeror and the DOR

c. Is there a form associated with this factor that the government would like us to utilize?

While there may be some overlap, the factors are different. Please review. There is not a particular form.

4. Are PPQs to be submitted for the DOR’s past projects?

PPQs shall be submitted for the projects identified in Factor 1.

5. For the subject project, could more clarity on the subject project or bridging documents be provided in Phase I to provide the best team possible? Our current design team is unclear on the full scope, given the current construction budget. It seems as though there may be more scope than disclosed at this point given the

ICGE.

Additional documents will be provided as part of Phase 2.

6. In Factor 4, if the Offeror opted to provide Yes.

additional information, such as awards, customer letters of commendation, and any other forms of performance recognition, etc, would these pages count toward the 35 page limitation for the SOQ?

7. Do the documents in the "Other Information to be submitted" section of the SOQ, such as the Proprietary Information Agreement(s), proof of bonding, and other documents as required count towards the 35 page limit of the SOQ?

The SF1442, SAM registration verification, acknowledgement of any amendments, and verification of the firms’ VETS-4212 compliance are excluded from the page limit. The Proprietary Information Agreement(s) and proof of bonding can also be excluded.

8. Can there be overlap in the projects the DOR submits in Factor 1: Technical Qualifications of the Firm with Factor 3: Lead Designer, or should project selections be unique in each factor?

There can be overlap.

9. Are there any existing condition assessments or reports / drawings available that would provide additional information on the project / conditions of the garage?

There is nothing additional at this time.
