Amendment 0003: Combined Synopsis/Solicitation 36C26318Q0627

Minneapolis VAMC Simulation Center AV Upgrade

This amendment is to post questions and answers as of 07/19/2018.

Question 1: The Instructions to Offerors limits responses to 5MB and 50 pages. The Solicitation is 52 pages. Can you clarify this response limit?

Response:  The 5MB and 50-page limit is for the quote and other supporting documentation requested for evaluation of offers and is in addition to the 52-page solicitation.

Question 2: How is the Vaddio switcher being used?

Response:  The Vaddio switcher is used to support six camera views (4 in Sim Lab Room 227-C) and 2 in open Room 227 area.

Question 3: How is the Vaddio multi-viewer being used?

Response: Used with the switcher for viewing Room 227 or 227-C views during simulation.

Question 4: How many simulations happen at the same time?

Response: Normally just one class and one simulation at the same time, however, we have supported two-three simultaneous simulations.

Question 5: How many microphones are required?

Response: SOW identified two in open Room 227 area.  Existing microphone in Room 227-C remains in place.

Question 6: What is the purpose of the wireless microphone?

Response: The existing Levoleer microphone is connected to two room speakers in Room 227 open area and Room 227-D Classroom for large group training for a trainer to walk between rooms so everyone can hear them.  We have trained up to 55 Residents in our Simulation Center, so that is the purpose of the wireless microphone.  It does have utility to mic a role player in a simulation.

Question 7: What connectivity, VGA, HDMI does the client need into the system?

Response: Upon selection of a vendor, the connection between the Laerdal SimView to the existing system is VGA, but could be HDMI and will be confirmed prior to work being done. At present time, Laerdal Field Service Engineer advised a VGA connection would be recommended (same as is in place now with existing 2009 version Laerdal AV System).

Amendment 0002: Combined Synopsis/Solicitation 36C26318Q0627

Minneapolis VAMC Simulation Center AV Upgrade

This amendment is to post questions and answers as of 07/13/2018.

Question 1: Does the TeleTouch Multivewer eliminate the need for the wall monitor in the control room?  If not, is the monitor to be reused?

Response:  We will use the TV monitor in the control room as an additional monitor.

Question 2: What is the intent of the Vaddio PC Capture Card and the Hauppauge HD Video Recorder PC Interface?  Is this to record camera video on a PC?

Response:  We record simulation training via Laerdal SimView AV System.  This is the computer under the table in the Control Room and connecting to the Vaddio and camera system.  Yes, we record camera video on the PC for playback in the Training Room on the SMART Board.  This is already wired and not part of the project.

Question 3: The spec calls for 6 ceiling speakers.  How are they to be distributed (where are they intended to go)?

Response: Per the SOW, two are in the main open area (one each above each bed used as training stations), and four are in the 227-C Simulation Lab room.

Question 4: Is the following equipment to be re-used?

Microphone and speaker in 4 camera simulation room:

Response: No changes.  Will remain in place.

Speakers in classroom:

Response: No changes. Will remain in place.  Same for the two speakers in the 227 main open floor area (located on the wall on each side of the pull down projection screen).

Amendment 0001: Combined Synopsis/Solicitation 36C26318Q0627

Minneapolis VAMC Simulation Center AV Upgrade

This amendment is to post questions and answers as of 06/29/2018.

Question 1: In one section of the SOW under the Engineering and Design it states: The Contractor shall have local representation for all scheduled site assessments, delivery, installation, training, and project management activities of the AV upgrade for the Minneapolis VAMC Simulation Center.    When the government uses the term local representation does that mean that this is closed to every company except those in Minneapolis?  What is meant by local?

Response:  Local representation means that the awardee must have qualified and trained personnel to complete the onsite job requirements contained in the SOW (i.e. installation, testing, training, etc).

Question 2: The SOW suggests that we are to provide the work required in the Engineering and Design and Pre-planning before submitting a proposal.

Is the site visit mandatory?

Response:                     The pre-planning site visit is not mandatory and is not a qualification or evaluation factor for making an award to a contractor. After award scheduled site assessments, delivery, installation, training, and project management activities will require local representation from the contractor and should be considered and priced into the quote.

Are you asking all vendors to submit a design for this without compensating them for the work involved in doing that design?

Response:                     It is expected that engineering, design, pre-planning and a site visit may be necessary for a Contractor to complete a technically acceptable quote. It is the Contractor s responsibility on the level of effort for developing their best and most competitive quote. The Government will not pay for any efforts taken by the Contractor to create a technically acceptable quote meeting the specifications of the SOW. All contractors will be required to submit a work plan, drawing and schematic of components to be installed, and the Original Equipment Manufacturer (OEM) performance/functional specifications of components with their quotes to be determined responsive.

Definitions:

Drawing and schematic: Drawing and schematic for the purpose of this solicitation is defined as a symbolic and simplified picture, drawing or other visual representation of the components, parts, or equipment that are dependent upon each other to complete an operation or function . See attachment titled Minneapolis VA Simulation Center Layout and Schematics as reference.
