About this file

This document is a Questions and Answers amendment addressing 42 pre-proposal inquiries submitted by DRI, Inc. on July 30, 2026, for solicitation 140P8326R0009, Building Expansion at Minidoka National Historic Site. The amendment clarifies ambiguities and missing documentation in the original solicitation package, which comprises a 53-sheet drawing set and 716-page specification.

Key resolutions include: photovoltaic system language was removed as erroneous carry-over from another project; missing specification sections 28 00 10 (Supplemental Requirements for Electronic Safety and Security) and 28 31 00 (Intrusion Detection) have been provided; the lightning protection system expansion is confirmed as a priced option; heat trace cable specification was corrected to 120/240V to match available building voltage; concrete forming section 03 10 00 has been added; the table of contents has been updated to include three previously omitted sections; solicitation number inconsistencies in forms have been corrected; workers compensation statutory references were updated to reflect Idaho Code Title 72; and incorrect section number citations have been revised. Additional clarifications confirmed that no photovoltaic work, below-grade storm drainage, rough carpentry, or interior finish carpentry scope exists; existing framing at tie-in points is cold-formed steel; an 18-inch mechanical equipment stand sits atop a concrete pad base; duct smoke detection is not required for the fan coil unit; and erosion control shall comply with specification sections 31 20 00 and 01 57 23, requiring an Under-An-Acre Pollution Prevention Plan. The government will provide archeological monitoring, and survey control point information has been provided on drawing C010. Standard Form 1444 conformance requests for missing wage classifications should be submitted before award.

Amendment 0001 Questions & Answers 140P8326R0009 Two need attention ahead of the rest, and they are first in the enclosure.

Question 1. The Factor 3 instructions describe removing existing solar panels and constructing an off grid photovoltaic system. We cannot find photovoltaic work anywhere in the drawings or the specification.

Because Factor 3 is an evaluated factor, this affects our technical approach as much as our price.

ANSWER: TYPO- Language removed.

Question 3. Division 28 contains only the fire alarm section. There is no specification for security or intrusion detection, yet drawing T500 schedules a keypad, a motion detector and door contacts, and directs us to the specification for the keypad model.

ANSWER: A related pattern runs through the enclosure. Six sections are cross referenced by sections that are in the book but are not themselves included, and four sections are in the book but missing from the printed table of contents. Questions 13 through 17 and question 32 list all ten.

Issuing the missing sections by amendment, or confirming in writing that the scope is not required, would resolve them together.
