About this file
This document is an Additional Request for Information (RFI) for the Military Ocean Terminal Concord (MOTCO) Berms Construction and Maintenance Dredging project, dated 14 July 2025. The RFI contains seven key questions and responses covering environmental constraints, security access, and Unexploded Ordnance (UXO) handling requirements. Critical details include: dredging is prohibited after November 30th, all personnel must undergo security processing, and UXO support must meet EM 385-1-97 standards with minimum requirements of a UXOT III and a second UXO technician during screening processes. The government clarified that they do not have an estimate for debris tonnage and that screening methods for munitions are contractor-determined, but must ensure removal of all Munitions and Explosives of Concern (MEC) 3 inches or larger from retention pond materials.

In the area of the work being done you should not encounter any restrictions on land based work, but some land-based activities may be restricted starting 1 February under requirements in the Integrated Natural Resources Management Plan (INRMP).
2) Specs - ENV 01 11 00 1.1.1 please advise if dredging can occur after the environment window ends on November 30th with the use of environmental observers on board during dredging activities?
No, dredging cannot continue after Nov 30th even with environmental observers.
3) Specs -
ENG/MOTCO
01 11 00 1.1.1 Does the government have any knowledge on the expected tonnage amount of debris to be encountered? Are there disposal tickets available from similar previous dredging episode(s) to indicate a projected volume?
Government does not have an estimate for tonnage of debris to be encountered. There are no previous disposal tickets to indicate a volume.
4) Specs –
ENG/MOTCO
01 14 00 1.4 Please advise if contractor personnel working waterside for dredging operations are required to gain security access to MOTCO?
Yes, all personnel will need to go through security processing.
5) Specs – UXO/EOD 01 35 16 1.4.1 Are munitions required to be screened at the dredge site through a 3” screen and additionally at the discharge site through a 3” screen?
Screening means and methods are up to the contractor, but the UXO contractor and OESS will need to be certain all 3” and larger MEC have been removed from all material in the retention ponds.
6) Specs – ENG/UXO 01 35 16 1.4.1 What are the requirements for the discharge end screening device?
Screening means and methods are up to the contractor, but the UXO contractor and OESS will need to be certain all 3” and larger MEC have been removed from all material in the retention ponds. 1. The screening device/s need to be built to reject MEC 3” or larger. 2.
Slotted screens (only -3” in one directing is not acceptable. 3. Must be field repairable and inspectable.
4. Fall protection will be required workers are exposed to a fall 6ft or greater. 5. Screening device must be inspected by a UXOT III at intervals that ensure compliance.
7) Specs – UXO/EOD 01 35 16 1.8 e Please advise the level of UXO support required at the dredge. Will UXO support be required at the offloading barge as well?
Minimum UXO support will be per EM 385-1-97. As a minimum on-site UXO support will be needed during any screening process which must be a UXOT III and a second UXOT. However two UXOT IIIs are required to determine if found MEC is acceptable to move.
