About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking proposals to replace four existing Alcatel/Lucent MDR-8000 Line of Sight microwave radio links at Vandenberg Space Force Base with new Internet Protocol-based Line of Sight radios. The successful contractor will be responsible for engineering, design, materials, installation, integration, testing, and technical data delivery. Proposals must be valid for a minimum of 30 days after the solicitation expires on January 18, 2024, and be limited to 2 pages in length. The government will evaluate technical approach and schedule as significantly more important than price.

This opportunity is set aside for small businesses. The total contract value is unknown, but the work must be completed between February 2024 and February 2025 at the Lompoc, CA location. Interested offerors must provide detailed company information, including socioeconomic status, and acknowledge understanding of the statement of work and contract data requirements list. All questions and responses must be submitted in writing to the specified contracting officer by the stated deadlines.

There is a new version of the SOW that has been added.

A bidders library that contains documents and drawings is available upon request.  To request the library, email jayson.skow@us.af.mil.  This library requires contractors to be Joint Certification Program (JCP) certified to receive export controlled data.

The response due date has been updated to allow contractors time to process the additional information in the bidders library and the updated SOW.

The Combined Solicitation and Synopsis has been added to the files list, which also states the evaluation criteria for offers.

Clarified the description body that this is a total small business set aside.

The Government intends to solicit a Firm Fixed Price (FFP) proposal for:

The Microwave Radio Link Replacement Program is to replace four existing Alcatel/Lucent
MDR-8000 Line of Sight links with new Internet Protocol based Line of Sight radios.

Submittal Requirements:
1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, DUNS Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/etc.) Company must be registered in SAM.

2) Contractor acknowledges a clear understanding of all tasks specified in the Statement of Work and CDRLs.

3) Quotes must be valid for a minimum of 30 days after the expiration of this solicitation; 18 Jan, 2024.

4) Responses shall be limited to 2 pages. All questions and responses shall be submitted in writing via email directed to Jayson Skow, Contract Specialist, at jayson.skow@us.af.mil
