GeneralThe Solicitation document (SF-1449) does not include a Section L (Instructions to Offerors) or Section M (Evaluation Criteria). The draft combined solicitation synopsis dated August 16, 2023, that was included in the solicitation appears to include some instruction to offerors (i.e. Items 5.a. – 5.l), but this is clearly marked as a draft. Which document are offerors to utilize to prepare their proposal response? The instructions to offerors and proposal submittal requirements are not clear at all. Can the government please provide a description of the volumes, sections required, page counts and other submittal requirements that offerors need to provide to submit a compliant proposal response?See combined solicitation/synopsis.
GeneralPlease confirm how many routers need to be quoted per the topology on the document ‘’ Visio-DFD-OSS-Tech-Refresh.v0.4.20231004’’ Need to quote 5 routers + 1 as a redundant capability?Sould be 7 - 5 for sites (two for building 7025) - additionally there will need to be spares (2).
GeneralOn document ‘’SOW+202401’’, you mention VSFB Building 326 and VSFB Building 75, but on the Microwave Systems Handbook document ‘’OSS MW Radio Systems’’, you refer to a different number for site ‘’Building 320’’. Is that a typo? Do we need to use 320 instead of 326?It is a typo. Cypress Ridge is housed in Building 326.
GeneralCould you please provide the tower type (monopole, self-support, guyed etc..) for all the sites?See photos.
GeneralCould you please provide the antenna centerline/height?We do not have that information.

GeneralAre you planning to use fixed modulation or ACM?TBD
GeneralWhere are analog phones connected today, and how are they connected to the MDR8000 radios? What is the functionality of the existing analog phones? Can we provide analog phone adaptors (FXO channel bank) to convert analog to ethernet?They are connect to Cisco switches currently. Yes - you can provide adapters. The input (phone service) from the base phone system will be analog, and a VOIP line service cannot be given from the base due to cyber rules.
GeneralPage #2 in the RFA (frequency authorization) mentions a link not within the RFP. Was it included by mistake? I understand we should ignoreDisregard the link between B475 and B75.
GeneralAre MicroWave radio racks going to be replaced? If not, what type of racks do you have on each site so we can reuse them? Are they 7ft standard racks, RU, 19 inches wide?Yes they can be reused - It is a standard 19" rack 45U
GeneralIs there just a single analog phone at each remote site, or is there multiple phones at each remote site?A single phone at the five (5) OSS sites.
GeneralHow many analog lines will you terminate at building 7025 from the remote site?Five (5)
