Combined Solicitation/Synopsis Program Name: Microwave Line-of-Site (LOS) Radio System Replacement Date: 16 August 2023

1. Classification

Original Set Aside: Small Business Product Service Code: 5985 – Antennas, Waveguides, and Related Equipment NAICS Code: 334220 – Radio & Television Broadcasting & Wireless Communications Equipment Manufacturing Place of Performance: Vandenberg Space Force Base

2. Source Selection Communications and Ground Rules

General: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 and FAR Part 13, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a separate written solicitation will not be issued. Paper copies of this solicitation will not be available. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04, DFARS Change as of 01 Mar 2023, and AFFARS Change as of 01 Mar 2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

This is a total small business set-side for NAICS 334220. The Government requests responses from qualified sources capable of meeting the requirement(s) herein. The Government anticipates making a single contract award for this requirement but reserves the right to make no contract award.

The instruction herein and referenced herein cover the preparation and submittal offers in response to this combined solicitation/synopsis. Offerors must follow the instructions contained herein. Offerors are cautioned that any noncompliance with the terms and conditions of the Request for Proposals (RFP) may cause the offeror’s proposal to be determined not eligible for award. Offers must include all data and information requested by these instructions. Offers shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of the offeror’s solution.

Point of Contact: The Procuring Contracting Officer (PCO) is the sole point of contact for this acquisition. The offeror shall address any questions, concerns or requests for clarification to the PCO annotated herein. When appropriate, answers to questions and concerns will be made available to all offerors.

Required Registrations: All offeror’s responding must be registered with the System for Award Management (SAM). To register, please visit http://www.sam.gov. Offerors shall electronically complete FAR/DFARS Representations and Certification at http://www.sam.gov.

Discussions: The Government intends to award without discussions. The Government reserves the right, if it is determined to be in its best interest, to hold discussions.

Offeror Markings: Each page containing proprietary information should be so marked. Each page should contain the following legend at the bottom of each sheet:

Payment for Offeror responses: The Government will not pay any costs incurred by in the preparation and submission of offers in response to this RFQ, including all costs incurred supporting on-site system capability demonstrations.

Contract Technical Data Pricing: Required technical data from the Contract Data Requirements List (CDRL) will not be separately priced. Effort required to produce each required technical data item should be included in the offeror’s total firm fixed price.

Government Furnished Property (GFP): The offeror shall include in their offer any required GFP that the offeror will require during performance. If the offeror does not require GFP, they shall include a statement that no GFP is required.

3. Description

The Government is interested in contracting for purchase and installation of a Microwave Line-of-Site (LOS) Radio System to replace the current LOS system. This shall include all labor, materials and incidentals to meet all program requirements outlined in the program Statement of Work (SOW). The requirement is to Replace four (4) existing Alcatel/Lucent MDR-8000 line of sight links with new IP based LOS radios. The new radios shall provide links between the following buildings/locations at Vandenburg Space Force Base (VSFB):

• VSFB Building 2000 and VSFB Building 1644

• VSFB Building 320 and VSFB Building 75

• San Luis Obispo Light Station B12 and VSFB Building 500

• Point Conception Building 203 and VSFB Building 500

4. Detailed Requirements

Description of requirements for the items to be acquired - the statement of work (SOW) and associated documents included as attachments to this combined solicitation/synopsis define the requirements for this program.

5. Instructions to Offerors / Offer Content

The provision at 52.212‐1 Instructions to Offerors—Commercial Products and Commercial Services (Mar 2023), applies to this acquisition. Provisions and clauses can be viewed via internet at Acquisition.gov.

ADDENDUM TO FAR 52.212‐1 Instructions to Offerors Commercial Items (Mar 2023)

This section provides general guidance for preparing offers as well as specific instructions on the format and content of the offer. The offer must include all data and information requested in this combined synopsis/solicitation and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the combined synopsis/solicitation and applicable attachments. Non-conformance with the instructions provided in the combined synopsis/solicitation and this section may result in an unfavorable proposal evaluation or rejection of the proposal. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

Offerors shall prepare their offers IAW FAR 52.212‐1, in addition the following information shall be included and/or complied with:

a) CAGE Code

b) Payment terms (net30) or discount

c) Primary point of contact, including phone number and email address

d) Date that the offer expires

e) Completed copy of FAR 52.204‐24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)

f) Draft Integrated Master Schedule (IMS) showing estimated major program milestones, program reviews and execution expectations for both Contractor and Government

g) Offers shall include a detailed explanation of their proposed technical approach and technical solution, including the offeror’s materials, components, system layout, and engineering/design, with enough detail to inform Government evaluators how the proposed technical approach/solution fully meets all Government requirements. The offeror’s technical approach/solution must clearly demonstrate the full capability and experience the offeror possesses for performing activities to meet contract requirements. Offerors shall assume that the Government has no prior knowledge of the offeror’s facilities and experience and will base its evaluation solely on the information presented in the offeror's proposal.

h) Offers shall be submitted electronically to the PCO by the date required herein.

i) Offers shall be in the offeror’s format and shall be provided in PDF format, size 11 Time New Roman or Calibri font.

j) Offers shall not exceed 45 pages in total, including pricing information.

k) Offeror’s shall complete pricing and all required fill in clauses on the draft contract available as an attachment to this combined solicitation/synopsis in the bidder library. Page count limitations INCLUDE this completed attachment.

l) All travel related costs shall be included within the program phase (one, two or three) in which they are estimated to occur and included in the respective CLIN firm-fixed price.

6. Evaluation Basis for Award

The provision at 52.212-2 -- Evaluation -- Commercial Products and Commercial Services (NOV 2021) applies to this acquisition.

Government evaluation will be conducted to determine best value. The Government may consider elements of an offer to be advantageous to Government operations and make specific trade-off decisions between offers technical approach/solution and offeror’s price. For the purposes of this source selection, the offers technical approach/solution is significantly more important than price. The following factors shall be used to evaluate offers: 1) Technical Solution and Technical Approach 2) Price

1) Technical Approach/Solution

Offers will be evaluated based on the extent to which the offeror’s technical approach and technical solution 1) is clear and complete and 2) comprehensively demonstrates the offeror’s ability to meet all Government requirements and provides the Government with high confidence that program requirements will be met with acceptable risk.

2) Price

Normally, competition establishes price reasonableness. The Government reserves the right to conduct price analysis required to establish reasonableness of the otherwise successful offerors price. Offerors proposed total price will be considered as an element for award decision and will be evaluated as a trade-off to offeror’s technical approach/solution.

7. Other Applicable Clauses

Applicable clauses are included in the draft contract included as an attachment to this combined solicitation/synopsis.
