The micro-compounder must be benchtop-sized with twin conical screws rated 5 Nm or greater per screw, maximum temperature capability of 350°C or higher, screw speed of 1 to 400 rpm or greater, integrated pressure transducers and thermocouples for rheological measurement, and sample size capability of at least 3 cm³. The mini injection moulder must be benchtop-sized (50×50×100 cm or smaller), capable of operations of 5 grams or less, with maximum injection pressure of 1100 bar or higher, processing section temperature range from ambient to 400°C or higher, and an ASTM D638 Type V tensile bar mold. Both units require installation, testing, calibration, training, and one-year warranty. Delivery is required within 60 days of award on an F.O.B. Destination basis.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a single contractor. Technical acceptability requires meeting or exceeding all salient characteristics specified, providing sufficient descriptive documentation to demonstrate capability, and availability for delivery within 60 days. Past performance will be evaluated as acceptable, neutral, or unacceptable. Quotations must be submitted electronically to lynn.hults@usda.gov; faxed or hard copy submissions are not permitted. Vendors must be registered in SAM.gov at time of quotation and award. Prices must remain firm for 90 calendar days from the offer due date.
