The United States Marine Corps is soliciting professional power washing services for Marine Forces Reserve Headquarters through solicitation M6786126Q0017, a resolicit for facilities cleaning opportunity M6786126Q0015. The scope of work requires complete exterior cleaning of a 400,000 square foot main building and 50,000 square foot warehouse, including walls constructed of stucco, brick, siding, and concrete; 317 exterior windows; trim; overhangs; door frames; loading docks; and generator pads. Contractors must employ surface-specific cleaning techniques to prevent damage, implement environmentally conscious practices including water conservation and biodegradable cleaning solutions, properly manage wastewater in compliance with local, state, and federal regulations, and provide Material Safety Data Sheets for all cleaning agents. Evaluation will be based on proposal quality, contractor qualifications and experience, work methodology, schedule feasibility, price competitiveness, and demonstrated ability to meet Marine Corps security requirements. This solicitation is designated as a 100 percent Women-Owned Small Business (WOSB) set-aside with a size standard of $9,000,000.00 and is structured as a Firm Fixed Price contract. The work will be performed at 2000 Opelousas Avenue, New Orleans, Louisiana 70114, with a performance period running from March 20, 2026 through April 17, 2026. The contractor must have a minimum of three years' experience in commercial exterior cleaning, maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence and $2,000,000 general aggregate, and provide separate lump-sum pricing for four service categories: building facade cleaning, pavement and hardscape pressure washing, window washing, and fencing cleaning. The total pressure-wash area comprises approximately 96,119 square feet, and the project is subject to prevailing wage requirements under the Service Contract Act with rates established by Department of Labor Wage Determination No. 2015-5189. Proposals must not exceed five pages and must include company information, proof of insurance and licensing, relevant project experience, detailed work plans, equipment and materials lists, wastewater management procedures, MSDS sheets, and references from similar projects.
