About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks procurement of F-5 aftermarket and newly manufactured spare parts for Foreign Military Sales (FMS) to Mexico, with proposals due August 12 at 4:30 PM local time. This is an unrestricted procurement with no small business set-aside.
Place of performance is Hill Air Force Base, Utah (7981 Georgia St, Hill AFB, UT 84056). The solicitation requests eight line items totaling 13 units across seven part types: three windshield panels, two generators (alternating current), three gyroscope displacement units, two stability augmentation system components, one landing gear control, one control unit generator, one cable assembly (fire detection), and data supporting integrated avionics warfare requirements. All items are designated for Foreign Military Sales case MX-D-QAM on a firm fixed-price basis.
Parts may be sourced from original equipment manufacturers, approved existing manufacturers, qualified distributors, or aftermarket/surplus suppliers, with government preference for OEM or existing manufacturer sources. For newly manufactured parts, contractors must submit First Article Inspection/Testing (FAI/FAT) reports within 30 calendar days of completion per AS9100 standards. For aftermarket parts, contractors must provide complete traceability documentation, proof of manufacture by qualified sources (including CAGE codes and manufacturing dates), and conduct in-person visual inspections. All parts require compliance with current drawings, specifications, Engineering Orders, and Engineering Change Orders from JEDMICS. Contractors must establish AS9100 aerospace quality management system certification or provide equivalent documentation and comply with FAR clause 52.246-4. Packaging and shipping shall follow MIL-STD-2073 or IATA standards for international shipment, with all shipping costs included in unit pricing. Delivery is FOB destination. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; PSC is 1680, Miscellaneous Aircraft Accessories and Components.
Evaluation follows FAR 15.3 competitive best-value procedures with two primary factors: Technical (significantly more important) and Price (substantially contributing). Technical evaluation comprises three subfactors—Aftermarket Parts (highest weight), Supply Discrepancy Reporting Process (one-year target submission timeframe), and Quality Requirements (ISO 9000 or AS9100 certification). Each subfactor receives a Technical Rating (Outstanding, Good, Acceptable, Marginal, or Unacceptable) and a Technical Risk Rating (Low, Moderate, High, or Unacceptable). Price proposals will be evaluated for reasonableness, realism, balance, and total evaluated price. The government reserves the right to award multiple contracts or no contracts based on proposal quality, pricing, and available funds. Contract Data Requirements List deliverables include meeting minutes, First Article Inspection/Test reports, Requests for Variance (RFV), reports of shipment, and aftermarket inspection and traceability reports. Program Manager Joseph Jackson (joseph.jackson.4@us.af.mil, 801-586-0072) and Contracting Officer Marshall Neilson (marshall.neilson.1@us.af.mil, 801-586-0424) are government points of contact at AFLCMC/WNDI and AFLCMC/WNDT respectively.
