About this opportunity

The Transportation Security Administration (TSA) issued this Limited/Sole Source Justification Notice for preventative maintenance services on laboratory balances used in the Chemistry Lab and supporting the National Explosives Detection Canine Team Program. The requirement encompasses maintenance and calibration services for seven laboratory balances (both Mettler-Toledo and Symmetry models), including on-site preventive maintenance, calibration verification, ISO 9001 certification, and calibration to manufacturer-specific standards over a five-year performance period from July 31, 2025, through July 30, 2030 (one base year plus four option years). Mettler-Toledo LLC was determined to be the sole authorized provider due to its status as the original equipment manufacturer with exclusive access to proprietary tools, software, procedures, and documentation required for proper equipment maintenance and calibration. The justification emphasizes that non-authorized vendors could jeopardize equipment performance, void warranties, and compromise mission-critical operations. The contract was awarded on September 29, 2025, with a total contract value of $15,295.00, though the awarded vendor name was not disclosed in the notice.

Notice text

The Transportation Security Administration (TSA), through the Requirements and Capabilities Analysis (RCA) Division and Chemistry & Explosives Branch (CEB), has a requirement to procure a preventative maintenance service agreement for the seven (7) laboratory balances and micro-balances, including both Mettler Toledo and Symmetry models used in the Chemistry Lab. This service is essential to ensure the continued accuracy, reliability, and calibration compliance of sensitive laboratory equipment used in mission- critical operations. The requirement includes on-site service covering full preventive maintenance, calibration and accuracy verification, ISO 9001 calibration certification, minimum weight checks, and calibration to manufacturer-specific annex standards. Mettler-Toledo, LLC is the original equipment manufacturer (OEM) and sole authorized provider for maintenance and calibration services for their branded balances. These services require the use of proprietary tools, software, procedures, and documentation that are only accessible to Mettler-Toledo personnel.
