About this file
This is a Single Source Justification (SAP) document for the Transportation Security Administration (TSA), seeking to procure preventative maintenance services for laboratory balances from Mettler-Toledo LLC. The contract is for Basic Care Preventive Maintenance Services covering seven laboratory balances located at the William J. Hughes FAA Technical Center, with a total value of $15,295.00 and a performance period of 07/31/2025-07/30/2030 (one base year plus four option years).
The justification emphasizes that Mettler-Toledo is the sole authorized provider for maintenance and calibration of their equipment, with exclusive access to proprietary tools, software, and documentation. The services are critical for supporting the National Explosives Detection Canine Team Program (NEDCTP) and Canine Explosives Training Aids (CETAs), requiring precise calibration and maintenance to ensure instrument accuracy, reliability, and compliance with ISO 9001 standards. The document highlights that using non-authorized third-party vendors could jeopardize equipment performance, void warranties, and potentially compromise mission-critical research and analysis.

Appendix B SAP Single Source Justification
FAR 13.501
SAP Single Source Justification
SECTION I: Introduction
The Transportation Security Administration (TSA), Capabilities and Analysis (RCA), Chemistry & Explosives Branch (CEB) and Contracting and Procurement propose to solicit and issue a purchase order based on soliciting only one source. (FAR 13.106-1 (b)(2))
The procurement request number is PR257573B064, and the Contracting and Procurement’s tracking number is J A - ‘ 2 0 2 5 ’ - 0 2 - 1 2 2 9 .
This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures.
SECTION II: Description of Action Being Approved The Transportation Security Administration (TSA), through the Requirements and Capabilities Analysis (RCA) Division and Chemistry & Explosives Branch (CEB), has a requirement to procure a preventative maintenance service agreement for the balances and micro-balances used in the Chemistry Lab. The agreement will cover one (1) base year of service, and four (4) option years. This service is essential to ensure the continued accuracy, reliability, and calibration compliance of sensitive laboratory equipment used in mission- critical operations.
(a) Contractor Name: Mettler-Toledo LLC 1900 Polaris Parkway Columbus, OH 43240
(b) Type of action: Firm Fixed-Price Contract with option periods
(c) Amount: $15,295.00
(d) Period of Performance: 07/31/2025-07/30/2030
(e) Mettler-Toledo LLC 1900 Polaris Parkway, Columbus, OH 43240 is the sole source provider of preventative maintenance and calibration services for their balances and micro-balances. As the original equipment manufacturer (OEM), Mettler-Toledo maintains exclusive rights to all service documentation, diagnostic software, proprietary calibration protocols, and manufacturer-specific procedures required to ensure these instruments function within factory-certified tolerances. No other vendor is authorized or qualified to access or perform these procedures. Only Mettler-Toledo technicians are trained and certified to use proprietary tools and software essential to proper calibration and maintenance. Calibration or service performed by unauthorized third parties m a y not conform to ISO 9001 quality standards, m ay void manufacturer warranties, and may compromise the accuracy and relia bility of the equipment.
SECTION III: Description of Supplies or Services The Transportation Security Administration (TSA), through its Chemistry & Explosives Branch (CEB), requires the acquisition of Basic Care Preventive Maintenance Services for seven (7) laboratory balances, including both Mettler Toledo and Symmetry models, located at the William J. Hughes FAA Technical Center. The requirement includes on-site service covering full preventive maintenance, calibration and accuracy verification, ISO 9001 calibration certification, minimum weight checks, and calibration to manufacturer-specific annex standards.
These services will ensure continued measurement precision and compliance with quality and regulatory requirements. The laboratory balances play a critical role in chemical analyses related to the National Explosives Detection Canine Team Program (NEDCTP) and the production of Canine Explosives Training Aids (CETAs).
SECTION IV: Identification of the Single Source Justification
FAR 13.106-1(b) X Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale The contractor will provide support through a Mettler Toledo-authorized preventative maintenance agreement for a set of critical laboratory balances and micro-balances used by the CEB. The balances and micro-balances have been installed and serviced by Mettler Toledo-certified technicians, following strict manufacturer specifications. Any deviation from using certified service providers could jeopardize calibration accuracy, instrument reliability, and compliance with ISO 9001 standards, potentially compromising the validity of lab results and CETA material quality.
Maintaining proper calibration and performance of this equipment is essential to both new and ongoing operations that support mission-critical research and analysis for NEDCTP. Any deviation from using certified service providers could jeopardize calibration accuracy, instrument reliability, and compliance with ISO 9001 standards, potentially compromising the validity of lab results and CETA material quality. This could directly impact TSA’s ability to meet operational timelines and explosive detection standards. Therefore, continued support through Mettler Toledo’s certified maintenance services is necessary to sustain the performance, accuracy, and compliance of this mission-critical equipment.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value
SECTION VII: Market Research Description Based on market research and vendor engagement, Mettler-Toledo, LLC is the original equipment manufacturer (OEM) and sole authorized provider for maintenance and calibration services for their branded balances. These services require the use of proprietary tools, software, procedures, and documentation that are only accessible to Mettler-Toledo personnel. Using non-authorized third-party vendors may result in inaccurate calibrations, noncompliance with ISO 9001 standards, and potential invalidation of equipment performance and warranty protections.
