About this opportunity
The Department of the Interior Bureau of Indian Affairs Western Region seeks metal and glass door reframing at the Western Nevada Agency in Carson City, Nevada, with proposals due July 13, 2026. This is an Indian Economic Enterprise set-aside under the Buy Indian Act, restricted to IEE firms that are also small business concerns under NAICS 238150 (Glass and Glazing Contractors, $19.0 million size standard).
Place of performance is 311 E Washington Street, Carson City, Nevada 89701. Work must commence within 10 calendar days of notice to proceed and be completed within 90 calendar days thereafter, with a contract completion deadline of 365 days after NTP. The existing metal and glass door assemblies are beyond repair and do not meet ADA compliance requirements; the contractor must remove, modify, and reframe them to meet updated design, safety, and functional requirements, complying with applicable building codes, Uniform Federal Accessibility Standards (UFAS), manufacturer specifications, architectural drawings, and non-toxic adhesive standards.
The contractor must provide all labor, supervision, materials, equipment, and expertise. Required deliverables include site verification, a detailed project schedule with milestones, a single point of contact with operational authority, installation personnel identification provided to the Contracting Officer's Representative at least three weeks prior to commencement, and daily progress checklists. Post-installation services include cleaning using non-toxic cleaners, waste disposal coordination, punch-list preparation with deficiency corrections within ten working days, and submission of a signed statement of acceptance.
This is a single-firm fixed-price construction contract evaluated using the Lowest Price Technically Acceptable method. Performance and payment bonds at 100 percent of contract price and a bid bond at 20 percent are required. Technical proposals are limited to 20 pages and must address technical approach, key personnel and project management, project schedule, and quality control plan. Prevailing wage rates per Department of Labor Wage Determination NV20260037 apply, ranging from $26.67 to $72.38 per hour depending on classification, plus fringe benefits. Offerors must provide written IEE compliance assurance, contact the tribe regarding TERO fees and tribal tax requirements, and include such costs in pricing. A post-award conference is required within 15 days of award. Amendment No. 1, effective May 26, 2026, changed the set-aside from Indian Small Business Economic Enterprise Set-Aside to Indian Economic Enterprise set-aside; offerors must acknowledge receipt of this amendment in their offer.
