About this opportunity
The U.S. Department of State's Embassy in Panama is procuring fifty-nine distinct Mercury Marine boat parts to support the installation and proper functioning of 300HP Mercury engines for interceptor boats used by the Bureau of International Narcotics and Law Enforcement's Joint Maritime Force. This brand-name solicitation requires offerors to be authorized Mercury Marine resellers with supporting documentation, and only new equipment in original packaging is acceptable with no grey market or refurbished products permitted. Bidders must provide warranty descriptions, comply with local Panamanian regulations including DOSAR 652.242-73 quality standards, be registered in the System for Award Management (SAM) database, and submit Form 52.212-3 along with a completed item table. The government will award to the lowest-priced, technically acceptable offer, and partial offers are not allowed. The current proposal submission deadline is September 19, 2025 at 3:00 PM, following multiple amendments that extended the original August 15, 2025 deadline.
This procurement has no set-aside designation and includes 199 total units across the 59 different part categories, with an estimated value of $100,000 for components spanning steering and control, electrical and wiring, propulsion and drive, hydraulic systems, and communication systems. The parts are intended to support five Mercury engines (300XL, 300CXL, and 300XXL models) that were previously donated in 2023 for maritime law enforcement, search and rescue, and border security operations. Performance will take place in the Republic of Panama, with delivery required within 15 days after award to the SENAN Naval Base in Cocoli, Former Rodman Port. The solicitation represents a single source justification based on the critical need for original equipment manufacturer compatibility to ensure operational effectiveness and safety of existing Mercury 300HP engines. Market research identified four authorized vendors including West Marine Products, Ocean West Marine & Industrial Supply, Brunswick Corp, and Central Florida Yamaha as potential sources for the genuine Mercury parts.
