About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks a Service-Disabled Veteran-Owned Small Business to perform turfgrass renovation at Memphis National Cemetery, with proposals due June 12, 2026. Amendment 0001, published June 1, removed the headstone realignment line item and extended the original June 3 deadline; the procurement now comprises turfgrass renovation only as the base contract.
This is an SDVOSB sole source set-aside under Public Law 109-461. Place of performance is Memphis, Tennessee. The NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a $45 million small business size standard.
The contractor must completely remove and replace approximately 22 acres of turfgrass on the right side of the cemetery (from entrance to middle roadway left of the administration building) with certified Palisades Zoysia sod, including soil preparation, grading, compaction, topsoil amendment, and establishment maintenance over a 365-calendar-day performance period from Notice to Proceed. Work requires vegetation removal via herbicide, topsoil stripping and replacement with fertile loamy soil, sod installation to strict specifications (99% purity, 0.60-inch soil thickness, delivered and installed within 24 hours), fertilization within four weeks, systemic fungicide application within eight weeks, and maintenance through 30+ days establishment plus 45+ days additional care until 100% acceptance by the Contracting Officer's Representative. The contractor must maintain a Site Manager with minimum five years' commercial landscaping experience and coordinate daily and weekly meetings with the COR. Work is scheduled Monday–Friday, 7:30 a.m. to 4:00 p.m. EST, with no work on Veterans Day, Memorial Day, or the two days preceding Memorial Day.
The estimated construction magnitude is $2,000,000 to $5,000,000. Award is firm-fixed-price to the lowest conforming bidder. A bid guarantee of 20 percent (not to exceed $3,000,000), performance bond and payment bond at 100 percent of awarded amount are required. Liquidated damages are $1,116.00 per calendar day of delay. Davis-Bacon prevailing wage applies; current rates are effective May 18, 2026. Subcontracting limits require no more than 85 percent of government-paid amount subcontracted to non-SDVOSB/VOSB firms. A mandatory site visit was held May 13 at 10:00 a.m.; six firms attended. Contract administration is handled by the VA National Cemetery Administration Contracting Services, Triangle, Virginia. Contracting Officer is Daniel Kinney, daniel.kinney@va.gov.
