About this opportunity
The Centers for Disease Control and Prevention Office of Acquisition Services is soliciting quotations for medical diagnostic monitors, graphics adapters, and calibration software under a sole-source procurement from Double Black Imaging, with quotations due August 20, 2026 at 10:00 AM EST. This is a Total Small Business set-aside.
The procurement is structured as a firm fixed-price, non-severable contract. Deliverables consist of two Gemini Series 12MP Large Format Diagnostic Monitors (color LED backlit LCD with built-in front sensors, automatic DICOM 3.14 calibration, DICOM compliance, 5-year warranty with hot swap capability), two Nvidia RTX Quadro graphics cards with at least 12 GB memory and 4 Display Ports, and two licenses for Calibration Feedback System software with WebManager remote web-based installation and training. All items must be delivered by September 1, 2026 to NIOSH in Morgantown, West Virginia (1000 Frederick Lane, Morgantown, WV 26505-2845).
Brand specifications are designated to ensure compatibility, support consistency, and integration with existing NIOSH devices, particularly the NIOSH BViewer software which works optimally with Nvidia graphics cards and Double Black Imaging monitors. The sole-source justification under FAR 12.102 and 41 USC 1901 cites the need to consolidate maintenance under one vendor, maintain software compatibility, and preserve continuity with NIOSH's prior investment in calibration feedback systems.
The procurement supports the Coal Worker's Health Surveillance Program. All contractor personnel must comply with Section 508 accessibility standards and submit an HHS Section 508 Accessibility Conformance Checklist or Accessibility Conformance Report (VPAT). The Contracting Officer's Representative is Travis Markle (tim0@cdc.gov, 304-285-6304). Quotations should be emailed to Sandra Adams at ab41@cdc.gov. The government retains discretion to conduct a competitive procurement based on capability statements or proposals received.
