This is an unrestricted procurement (no small business set-aside) issued as a Combined Synopsis/Solicitation (Request for Quotation).

Place of performance is Wright-Patterson AFB, OH 45433. Standard commercial laundromats or hotel linen services do not meet minimum requirements. The contractor furnishes all personnel, equipment, facilities, vehicles, carts (400–800 pound capacity), and materials. Linens must be picked up and delivered Monday through Saturday, 0700–1000 hours (excluding federal holidays), with 48-hour turnaround for laundry and 72-hour turnaround for dry cleaning. Biannual laboratory testing through NAILM or IFI is required to evaluate tensile strength, whiteness retention, stain removal, and bleach effectiveness. The contractor is financially liable for lost, destroyed, or damaged government-owned linens beyond normal wear.

The contract covers an eight-month base period (August 1, 2026 – March 31, 2027) with four one-year option periods extending through March 31, 2031. The base period requires 100,000 pounds of processing; option years estimate 150,000 pounds annually. Pricing is per-pound, fully burdened. NAICS 812331 (Linen Supply); PSC S209 (Housekeeping–Laundry/Drycleaning). Service Contract Act prevailing wage rates apply; health and welfare benefits are $5.55 per hour. Award uses Best Value Tradeoff evaluation, weighing Technical Capability and Past Performance significantly more heavily than Price. Quotes must include proof of HLAC/TRSA certification, OSHA/CDC compliance procedures, up to three past-performance references for similar medical linen services within the past three years, and a completed pricing sheet. Submit electronically to regina.d.flowers.civ@health.mil by 12:00 PM EDT June 8, 2026; no late submissions accepted.
