About this opportunity
The Defense Health Agency, through the 88th Medical Group at Wright-Patterson Air Force Base, Ohio, seeks medical-grade water quality testing services with a response deadline of July 13, 2026, at 9:00 AM EDT. This is a 100% Total Small Business Set-Aside, foreclosing competition outside that pool.
Place of performance is Wright-Patterson AFB, Ohio, with work conducted at two locations: the Sterile Processing Department (Room BR19) and the Hemodialysis Department (Room 3D04), Monday through Friday during standard business hours, excluding federal holidays. The contractor must be an Original Equipment Manufacturer authorized dealer, distributor, or reseller and shall provide all personnel, equipment, supplies, materials, consumables, shipping, and transportation. Services include AAMI Water Chemical Analysis, LAL Endotoxin testing, and Fluid Balance testing, with testing schedules of four annual tests for Sterile Processing AAMI Analysis, 12 annual LAL tests for Sterile Processing, eight annual AAMI tests for Hemodialysis, 84 annual LAL tests for Hemodialysis, and eight annual Fluid Balance tests for Hemodialysis. Test reports must be delivered within ten business days of completion and must clearly indicate pass or fail results against ANSI/AAMI/ISO medical-grade standards. Failed results require immediate notification and retesting within 24 hours. Performance standards mandate 100 percent inspection with zero deviations on scheduled testing and no more than one late report annually.
The period of performance is one 12-month base year beginning July 15, 2026, plus four consecutive 12-month option years. NAICS code is 541380 (Testing Laboratories and Services) with a size standard of $19 million. PSC is Q301. The contract is firm-fixed-price with evaluation on a Best Value Tradeoff basis, weighing Technical Capability and Past Performance significantly over Price. Offerors must demonstrate five years of experience and ISO 17025 certification, and all prospective offerors must be actively registered in SAM.gov at the time of quote submission. Service Contract Act prevailing wage rates apply, effective May 13, 2026, for Ohio counties including Montgomery.
