About this opportunity

The United States Secret Service is seeking a vendor to provide comprehensive medical examination services for approximately 6,000 USSS employees nationwide, including special agents, officers, and other personnel. The solicitation encompasses headquarters clinic support, medical examinations, immunizations, laboratory testing, vision and hearing screenings, travel medical consultations, and medical surveillance services. The contract requires vendors to maintain a network of medical providers within 50 miles of USSS offices, conduct examinations by licensed physicians or physician assistants, and provide staffing for the USSS Headquarters Health Unit. The government will use a best value/trade-off evaluation methodology with two phases, evaluating technical capability, management approach, organizational experience, past performance, and price, with non-price factors significantly more important than price. Critical dates include questions due by June 30, 2025, oral presentations scheduled for July 14-18, 2025, and final proposals due by August 8, 2025.

This solicitation has no set-aside designation and is open to all qualified contractors, with the current incumbent being QTC Medical Services, Inc. dba Leidos QTC Health Services. The contract structure includes a base year and three option years from September 15, 2025, to September 14, 2029, utilizing a firm fixed-price arrangement. Services will be performed nationwide including locations in all 50 states, Puerto Rico, Alaska, and Hawaii, with the primary headquarters support at 950 H Street NW, Washington, DC. The solicitation includes detailed fee schedules covering health unit staffing rates, medical examination fees ranging from $5 to $1,175 per exam type, immunization services priced between $20 to $475, and requires contractors to maintain 99% compliance rates across multiple performance metrics. All contractor personnel must be U.S. citizens and undergo background investigations, with the contractor required to achieve FedRAMP Authorization and implement comprehensive cybersecurity measures.
