About this file
This is a Sources Sought market survey issued by Military Sealift Command (MSC) for medical advisory and medical directed transportation services. The contractor will provide qualified personnel, supplies, and services to support the health and medical needs of MSC's embarked workforce across more than 110 maritime vessels operating worldwide. The majority of work will be performed at the contractor's facility, which must maintain 24/7 communication capability with ships at sea and a consulting physician. Medical transportation services may occur globally, and the contractor must be capable of supporting MSC's five geographic area commands (Atlantic, Pacific, Europe, Middle East, and Far East).
The NAICS Code is 621910 with a size standard of $22.5 million. All small business categories are encouraged to respond, including Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business, HUBZone, and 8(a) entities. If a small business set-aside is established, FAR clause 52.219-14 will apply, and two or more small business prime contractors must demonstrate capability to perform at least 50% of the effort. MILITARY SEALIFT COMMAND (MSC)
Sources Sought
N102B-SS27-MEDEVAC 03 September 2026
Subject: MEDICAL ADVISORY AND MEDICAL DIRECTED TRANSPORTATION
SERVICES
DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.
The Contractor shall provide qualified personnel, supplies, and services necessary to perform the outlined services as defined in this PWS, except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this PWS and in the resultant contract.
Military Sealift Command (MSC) is the owner and operator of more than one hundred ten (110) maritime vessels, including Government Operated (GOGO) ships manned by Civil Service
Mariners (CIVMARs) and four (4) prepositioned squadrons, and is responsible for ensuring the operational readiness of those ships throughout their active service period. MSC’s mission is to provide sealift for strategic mobility support of national objectives. Specifically, MSC provides cargo and petroleum, oil and lubricants, transportation, fleet auxiliaries and special mission ships in peace, in addition to preparing for and providing strategic sealift during mobilization. While each employee plays a vital role in MSC meeting its worldwide mission in support of varied customers in MSC’s five geographic area commands (Atlantic, Pacific, Europe, Middle East and
Far East), MSC’s ability to successfully execute its mission is dependent on the health of its embarked workforce.
The majority of the work to be performed under this contract shall be performed at the
Contractor's site. This facility shall maintain a means of communication with ships at sea and the
Contractor's consulting physician, twenty-four(24) hours per day, seven (7) days per week.
Medical transportation may occur worldwide.
All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified Woman Owned
Small Business Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond.
The NAICS Code is 621910: All Other Amusement and Recreation Industries, and the Size
Standard is $22.5M.
This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established, if the requirement should be sole sourced to large business, or whether small businesses and large businesses should be able to compete for work. If a small business set-aside is established, then FAR clause 52.219-
14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.
This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.
