About this opportunity

The Bureau of Land Management Oregon-Washington Region seeks conifer stocking survey services on BLM lands in the Medford District of southern Oregon, with quotations due July 10, 2026 at 1700 Pacific Daylight Time. The procurement is set aside for Women-Owned Small Business (WOSB) and is firm fixed-price.

The work spans three field offices: Ashland (1,557 plots), Butte Falls (4,586 plots), and Grants Pass (3,000 plots), totaling 9,143 survey plots measured in nested circular plots across reforestation units affected by timber harvests and wildfires. Performance runs from October 1, 2026 through December 6, 2026. Contractors must utilize AVENZA GPS-enabled PDF mapping technology on smartphones or tablets to locate individually numbered survey points, mark plot centers, and record data on OR 5700-3 Plot Cards per established survey specifications. The work requires examining conifer stocking conditions, interfering vegetation, reforestation deficiencies, and plantability within units.

Qualifications include either a two-year forestry degree or minimum 24 months of reforestation survey experience in southwestern Oregon. An Oregon Farm/Forest Labor Contractor's License is required if mandated by state law. Contractors must maintain a qualified on-site supervisor and comply with Oregon fire safety regulations during fire danger season.

Payment is per-plot on a per-unit basis; full payment is awarded only for survey units achieving a minimum 90 percent work quality rating based on Government inspection of at least 10 percent of plots per unit. Quotations must include past performance information on three similar projects completed within the prior three years, completed price schedules, and certifications.

Service Contract Act wage determination 1977-8079 (Revision 82, dated May 13, 2026) applies, with prevailing wage rates for specified forestry occupations ranging from $12.91 to $35.61 per hour in Oregon. NAICS code is 115310, Support Activities for Forestry. Amendment One (issued June 24) corrected the Contracting Officer's email address to Christy_webster@ios.doi.gov; offerors must acknowledge receipt of the amendment prior to quotation submission.
