SECTION C – STATEMENT OF WORK
1.0 GENERAL
1.1 Introduction - The Medford District, Bureau of Land Management is procuring conifer stocking survey services to collect data and information concerning the condition and status of young conifer stands.
Contractor will be required to utilize a smartphone or tablet capable of reading georeferenced AVENZA® PDF files to locate individually numbered survey points.
1.2 Scope – The Government is procuring services to accomplish fixed plot stocking surveys with data collection and summary recommendations recorded on paper forms. This survey data will be used to determine the adequacy of conifer stocking, interfering conditions to survival and growth, vegetative trends, and presence of permanent nonproductive land within each survey unit.
1.3 Background- Units to be surveyed are generally the result of past timber harvest activities and wildfire.
Many are conifer plantations and timbered stands that burned in the 2018 and later wildfires. Topography varies in difficulty but is predominantly steep (45%+), with varying degrees of loose rock, dense brush thickets, and dead standing conifer poles and saplings. The types of shrub and hardwood species include Pacific madrone, white and black oak, tanoak, canyon live oak, Pacific rhododendron, manzanita, and ceanothus.
1.4 Objective – To obtain high-quality data on site conditions (e.g., conifer stocking and condition; interfering conditions; hardwoods, shrubs, and other vegetation; and plantability) within selected reforestation units managed by the BLM that are spatially linked to predetermined locations within the unit to be surveyed.
To obtain summaries based on the collected data and to obtain potential management actions designed to improve reforestation success. Use of smartphone technology with AVENZA maps®, will help ensure that an evenly distributed sampling grid can be established.
1.5 Location of Work –The work will be performed primarily on the BLM Medford District in southern Oregon on lands managed by the Butte Falls, Ashland, and Grants Pass Field Offices. AVENZA® PDF Maps will be provided at the prework meeting.
Environmental Conditions Weather conditions in the Medford District may include snow through March or later which may lead to road closures due to snow. Additional time has been added to the contract to cover these closures. A Contractor may start in one area and be moved to another area should a closure occur. The performance time is wide enough to cover these circumstances.
1.6 Access - Access to individual units will be over BLM logging roads with a variety of surfaces, i.e., paved, gravel or natural surface and over roads that allow BLM legal access. Two-wheel-drive vehicles will be adequate during dry weather. Some survey units may require walk-ins on barricaded or non-drivable roads.
1.7 Road Gates - Some survey units are beyond locked gates and will require a key provided by the Government. Gates with locks shall be locked immediately after entry or exit of roads to survey units. Gate keys shall be returned to the Contracting Officer’s Representative (COR) or Project Inspector (PI) within 5 days of completing unit(s) work. A charge of $50.00 will be assessed for each gate key not returned and will be deducted from the final payment.
1.8 Survey Unit Boundaries - Units are identified by a combination of orange and/or yellow flagging, a distinct vegetation change, or other features, e.g., roads, fire-lines, ridges, or streams. Unit boundaries will also be provided electronically in the form of georeferenced PDFs.
1.9 Unit Priority – The recommended sequence of work is generally to survey the highest elevations first to avoid any weather delays due to snow in late November and early December. The sequence of work will be determined at the prework conference and may be subject to change, during the contract time, by the
COR.
2.0 DEFINITIONS

E.2.2 Unsatisfactory Work - If the Contractor fails to meet the standards for satisfactory work, the survey unit(s) work package will be returned to the Contractor for rework. A Notice of Noncompliance will also be issued which will contain an explanation of reasons the inspected survey unit(s) did not meet requirements, with appropriate reference(s) to contract specifications.
E.2.3 Reinspection - When survey units fall below minimum work quality of 90 percent, the Contractor shall rework the unit(s) for reinspection by the Government. If the unit(s) again fails to meet the minimum work quality of 90 percent, the Contracting Officer has the option of accepting the unit(s) at the work quality percentage calculated or of ordering the Contractor to rework the unit(s) again. If the Contracting Officer elects to accept any unit at the work quality percentage calculated after rework, the Contractor will be paid based on the results of the reinspection.
E.2.4 Survey units requiring rework shall be done and re-submitted within two weeks after the Contractor has received the inspected survey unit package.
E.3.0 PAYMENT
E.3.1 Method of Computing Work Quality and Payment - The following procedure will be used to determine payment on a per-unit basis:
STEP 1: Following survey unit inspection, a summary point deduction assessment is calculated from Illustration 3, Stocking Inspection Form.
STEP 2: Subtract point deductions from Possible Point Total to compute earned satisfactory points.
STEP 3: Divide earned satisfactory points by Possible Points Total to compute work quality percent.
STEP 4: Multiply unit price per plot by total plots for survey unit to compute potential full payment.
STEP 5: Multiply potential full payment by work quality percent to obtain the survey unit payment.
Example of Survey Unit Payment Calculation:
Example: unit has 502 plots. Contractor met contract specifications for required forms. Bid price per plot is $3.60. The Project Inspector sampled 51 plots for a Possible Point Total of 5100.
STEP 1: Plot card OR 5700-3 has deductions totaling 365 points. Deductions found include each of the following: thirteen plots had incorrect tree counts recorded in column 2 (195 pts);
six plots had incorrect tree counts recorded in column 3 (90 pts); one plot had a # on the flagging that didn’t match the plot # on the AVENZA Map (2 pts.); six plots had deer browse that was not recorded in column 18 (36 pts); and three plots recorded “x” in column 2, but did not include a reason in column 19 (42 pts).
STEP 2: Then 5100 possible points - 365 points deducted = 4,735 earned satisfactory points
STEP 3: 4,735 divided by 5100 = 93% work quality
STEP 4: If work Quality ≥90% = Full payment
STEP 5: $3.60/plot x 502 plots = $1,807.20 survey unit payment
E.3.2 Conditions for Payment - Payment will be made, according to Quote Item as indicated in Section B - Schedule of Items, on a per plot basis for completed survey units accepted by the Government. Full payment will be made for survey units where work quality equals or exceeds 90 percent. If a unit fails to meet the AQL of 90% after reinspection, the Government may seek equitable adjustment in accordance with Clause 52.212-4(a).

SECTION G – CONTRACT ADMINISTRATION DATA
The following local clauses are provided in full text:
CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (JULY 2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/. The CPARS User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
https://www.cpars.gov/
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, preaward surveys, responsibility determinations, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30- day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
