About this opportunity

The Federal Emergency Management Agency (FEMA) is issuing a Request for Information (RFI) to identify and assess industry capabilities for providing disaster meals in support of emergency response and steady-state operations throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The RFI seeks to gather market research on pricing, delivery capabilities, and production capacity to inform contingency planning and operational readiness assessments for mass feeding operations during natural disasters and humanitarian assistance scenarios. Respondents must address eight specific questions covering their capability to provide shelf-stable meals and special dietary options, rapid mobilization delivery within 72 hours, steady-state replenishment within 30 days, maximum daily packaging capacity under surge conditions, packaging specification compliance, per-meal pricing models for both delivery scenarios, anticipated challenges with the Statement of Work, and feedback on requirements clarity. The Government will evaluate responses based on best value, with multiple awards anticipated under the resulting Indefinite Delivery/Indefinite Quantity (IDIQ) contract. RFI responses are due electronically by 3:00 PM Eastern Standard Time on March 27, 2026, with questions regarding the RFI due by March 16, 2026, and the anticipated period of performance beginning March 18, 2027.

No set-aside designations apply to this procurement. FEMA has not identified any current incumbents or potential contractors in the provided documentation. The guaranteed minimum for IDIQ establishment is $2,000.00 with a per-task-order minimum of one truckload, though the contract ceiling will be estimated later in the acquisition process. Key numerical requirements include the capability to deliver up to 3.5 million meals within 72 hours for emergency response and up to 3.5 million reduced sodium meals plus 1.75 million Survivor Daily Rations within 30 days for steady-state operations. The contract will have a base year of 12 months with four optional 12-month extension years. Estimated annual quantities for steady-state replenishment are approximately 4 million Reduced Sodium meals and 2 million Survivor Daily Rations, with vendors required to maintain 30-36 months remaining shelf-life upon delivery and provide in-transit tracking capabilities via Electronic Data Interchange (EDI) or FEMA's Logistics Supply Chain Management System (LSCMS).
