About this opportunity
The Maneuver Center of Excellence (MCoE) is seeking a Blanket Purchase Agreement (BPA) for Class III Petroleum Products to support vehicular maintenance repairs for the FMX Tactical Vehicle Division and Combat System Division at Harmony Church. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis will manage this procurement, which is specifically designed to ensure annual vehicle servicing and provide petroleum products for unscheduled maintenance. The solicitation indicates HazMat Warehouse is the sole source for these products, as they are not available through GCSS-Army. The pre-solicitation notice was posted on February 10, 2025, with responses due by February 24, 2025. While specific evaluation criteria are not detailed in the notice, the contract appears to require comprehensive understanding of hazardous material storage, handling, and distribution protocols.
The contract is set aside exclusively for small businesses and is structured as a five-year agreement covering the base fiscal year 2025 with four additional option years through fiscal year 2029. The procurement will cover approximately 120 different hazardous material items, including various weights of oil, antifreeze, hydraulic fluids, greases, and specialized products like aircraft grease and turbine engine oil. Notable quantities include 500 quarts of OE/HDO 15W/40, 200 bags of Dry Sweep, 200 gallons of OHA, and 800 cans of brake parts cleaner. The contract falls under the North American Industry Classification System (NAICS) category 4247 for Petroleum and Petroleum Products Merchant Wholesalers and Product Service Code 4235 for Hazardous Material Spill Containment and Clean-Up Equipment. While specific award value is not disclosed, the comprehensive nature of the inventory suggests a significant procurement commitment.
