About this opportunity
Millennium Challenge Corporation (MCC) anticipates procuring contractor support for application engineering, operations and maintenance, platform customization and configuration, and Tier 3 user support across all enterprise applications for its Office of the Chief Information Officer Digital Services Team, with responses due October 29, 2026. The Set Aside line reads "No Set-Aside Used." The RFI requires respondents to state their business size classification and any current contract vehicles held, within a 20-page limit excluding cover page and table of contents. The eventual solicitation is referenced as 95332427K0001.
Work is performed at the contractor's office or telework site, with key personnel expected in the Washington, D.C. Metro area during core hours of 9:00 a.m. to 3:00 p.m. Eastern, Monday through Friday. The MCC network serves approximately 550 users, 95 percent located at the Washington, D.C. facility. Personnel must obtain Moderate Risk Public Trust (MRPT) background clearance at minimum and comply with Personal Identity Verification procedures under HSPD-12 and OMB guidance. Contractors must demonstrate proven experience providing these services within a federal agency. Technical requirements include .NET/C# custom development, low-code platforms (Power Platform, ServiceNow, Box.com, SharePoint), data warehouse and analytics solutions, and DevSecOps with CI/CD pipeline maintenance. The contract requires a Program Manager, 60-calendar-day phase-in and phase-out plans, and surge support with a 14-calendar-day response time for resource proposals. The current supporting team comprises approximately 27 full-time equivalent staff across 13 enterprise applications and platforms.
The RFI describes a contemplated single-award Blanket Purchase Agreement with individual orders by service area. Later industry day questions reference MCC considering a multi-award BPA, so vehicle structure remains unsettled in the source. The RFI also states interest in firm-fixed-price approaches. A virtual industry day was scheduled for October 15, 2026, from 10:00 a.m. to 12:00 p.m. Eastern via Webex, with registration by 6:00 p.m. Eastern on October 14, 2026, to softwaredev@mcc.gov.
