2.0 Background, Current Environment, and Objectives
2.1 Background
The Millennium Challenge Corporation (MCC) is an innovative and independent U.S. foreign assistance agency that is helping to lead the fight against global poverty. Created by the U.S. Congress in January 2004 with strong bipartisan support, MCC has changed the conversation on how best to deliver smart U.S. foreign assistance by focusing on good policies, country ownership, and results. MCC provides time-limited grants promoting economic growth, reducing poverty, and strengthening institutions. These investments not only support stability and prosperity in partner countries but also enhance American interests.
The agency’s Office of the Chief Information Officer (OCIO) designs, deploys, protects, and supports information technology that allows MCC’s staff to maximize their productivity and effectiveness in executing the agency’s core mission of reducing poverty through economic growth. OCIO is organized into several branches, including Cybersecurity, Digital Services, Production Operations (including Infrastructure Services), and Enterprise Support Services. The OCIO’s vision is to empower their MCC colleagues, Accountable Entity (AE) partners, and open data consumers to successfully collaborate on complex programs, often in challenging environments, supported by appropriate technology that “just works.”
2.2 Current Environment
The MCC network supports approximately 550 users, consisting of 250 Full-Time Employees (FTEs), and around 300 non-employees. Approximately 95 percent (95%) of MCC staff are located at its facility in Washington D.C. (Franklin Court, 1099 14th St N.W).
Approximately 75 percent (75%) of MCC’s employees travel internationally on a regular basis. Those staff who are directly supporting MCC’s relationship with the compact recipients are located in developing countries around the world or working at other remote locations.
MCC is currently standardized on Microsoft solutions wherever applicable, and the agency is 95% Cloud based. OCIO continues to prioritize the enhanced utilization of Cloud technologies and investments to further utilize its AWS and Office 365 (O365) Cloud capabilities.
An inventory of MCC’s current technical environment as related to the contract scope is available in Appendix B.
2.3 Objectives
The purpose of the procurement is to cover all services and support required to provide application engineering services for the MCC information technology environment, operate and maintain MCC’s databases in a secure manner, develop solutions, and provide Tier 3 support across all enterprise applications.
It is important to note that MCC requires flexibility to adjust to the agile IT environment and to support any new technologies or processes in line with evolving industry offerings, fluctuating budgetary availability, federal IT guidance, and new MCC business requirements. As a result, this award will allow the partnership between MCC and the Contractor to evolve over time, enabling continuous improvement and responsiveness to changes in the agency’s environment.
To support this effort, the Contractor shall provide personnel with proven experience working on mature, highly agile product teams with deep expertise in application engineering services including development, testing, business analysis, user interface design, and end-user support. This includes teams that work on .NET/C# custom software development and configuration and customization of low-code platforms.
The agency is seeking to optimize its existing technology capabilities while advancing modernization to its IT tools and processes. Accordingly, the agency requires a Contractor who demonstrates the following attributes:
Agile Software Development: One of MCC’s primary goals for this procurement is to enhance the agency’s IT platforms and applications with the delivery of frequent, high-quality releases. MCC requires contractors to demonstrate they utilize modern, agile scrum teams and culture in their current development work across the federal government and their approach to bringing this capability to MCC.
Flexible and Dynamic: The Contractor must demonstrate the ability to draw from a deep pool of highly skilled personnel with diverse expertise and technical capabilities. MCC expects the contractor to provide subject matter experts with proven experience in advanced platform and application development. The Contractor must show clear evidence of its established pool of qualified engineers and specialists – resources that can be deployed quickly to meet evolving agency needs.
Experienced and Innovative: The Contractor selected should have experience in delivering innovative solutions to increase the effectiveness and efficiency of IT platforms within the federal government.
DevSecOps: To enhance delivery of services and operations, MCC wants to further extend its DevSecOps practices to seamlessly develop and deploy software in an automated fashion. The incoming contractor should demonstrate substantial experience both exceling in a DevSecOps working model as well as maintaining and enhancing a CI/CD pipeline. Additionally, MCC will require professionals with substantial expertise creating and executing automated test scripts and code reviews that adhere to security protocol.
Cost Effective: MCC requires an award structure that allows flexible adjustment of service levels and support based upon changes in the federal budget and evolving agency priorities. The Contractor must be able to tailor service levels, provide modular options that can scale up or down as needed, and maintain a flexible environment that accommodates emerging technologies and shifting business needs. MCC also seeks a partner capable of building and sustaining cloud-based applications while efficiently managing both operations and maintenance (O&M) and new feature development to achieve cost savings.
