About this file

This document is a compilation of industry day questions submitted to the Millennium Challenge Corporation (MCC) regarding a federal contract opportunity, dated October 15, 2026.

The solicitation involves a broad-based technology services contract supporting MCC's application portfolio and IT infrastructure. Key service areas include operations and maintenance (O&M), surge capacity support, artificial intelligence and data analytics capabilities, modernization of legacy applications, and infrastructure administration. The contract encompasses support for multiple enterprise platforms and custom applications, including those using .NET Framework, Power Platform, Power BI, ServiceNow, SQL Server Reporting Services, and data warehouse technologies. Specific applications mentioned include MCC.API, Selection App, Performance Management, Databus, Evaluation Pipeline, and MCC.gov/data. The current supporting team comprises approximately 27 full-time equivalent staff. Questions indicate MCC is considering a multi-award blanket purchase agreement (BPA) structure, hybrid pricing models combining fixed-price and time-and-materials approaches, and potential acceptance of both onshore and offshore resources. Respondents have inquired about small business set-asides, key personnel requirements, location flexibility for technical roles, past performance reference standards, and commercial past performance acceptance. Critical clarifications sought include deliverables specifications, application inventory details (Appendix B), incumbent contractor information, contract vehicle selection, cybersecurity integration approaches, modernization roadmaps for legacy systems, and timeline for final solicitation release. The document reflects industry concerns regarding scope clarity, pricing structure appropriateness for emerging work areas, and transition planning from the incumbent contractor.

Industry Day Questions Thursday, October 15, 2026 12:01 PM

• For Data and Analytics, which enterprise platforms do you currently support?

• The RFI says deliverables are in PWS Section 5.0, but Section 5.0 is Labor Requirements and the PWS has no deliverables list.

The scope section says 4.4 covers Infrastructure, but 4.4 is actually Application Administration

• The PWS refers to Appendix B for the application inventory, but it wasn’t included in the posted documents. Will MCC release it before RFI responses are due? Question 11 asks respondents to review the application list, and it would also help us answer Question 14 on modernization.

• What is the size of the team currently supporting this requirement?

• Would MCC be open to a flexible pricing model that combines fixed pricing for clearly defined work with a time-and-materials approach for work where requirements or priorities may evolve? Additionally, would MCC be open to a blended delivery model that leverages both onshore and offshore resources to balance client-facing collaboration, delivery efficiency, and overall cost optimization?

• Is MCC considering a small business or any socioeconomic set-aside for this requirement, and will the RFI responses be used to make that determination?

• Could MCC share its current thinking on the expected contract size and staffing requirements, particularly how the work will be divided between ongoing application support and new development?

• Who is the incumbent, what vehicle is the current work on, and when does the current period of performance end?

• "MCC is interested in understanding industry capabilities and proven approaches for developing and implementing artificial intelligence (AI) solutions to support Federal agency missions." Does MCC currently provide or plan to provide contractors GenAI software development tools such as Microsoft GitHub Copilot, Anthropic Claude Code, or OpenAI Codex

• Are you planning to issue all tasks (O&M, Surge, and AI/Data) at the same time, or will they be phased out over time?

• The SI/ML strategy and governance work is in the PWS scope. Will it be staffed as a key or non-key role, and full-time or as-needed?

AV Team Page 2

• Appendix B: Various applications that are listed in the "Applications Supported" column have a value of "None" in the "Backlog" column thus indicating that they are in O&M and have no anticipated development timeline: Databus, Evaluation Pipeline, Indicator Tagging App, Econ App, Performance Management, MCC.gov/data, IATI Generator. Does this imply that these applications will not be upgraded or migrated within the scope of the contract?

• are you open to off-shore/nearshore services?

• What is your priority for upgrading older applications (like MCC MIS and Selection App) to modern cloud-native frameworks?

• Will the new BPA allow teaming / subcontracting? If it's set aside for small business, will MCC expect a small business subcontracting plan or set any requirements on how work is split among team members?

• What percentage of your custom applications are using the current CI/CD pipelines?

• RFI Question 7.c - "MCC may periodically need to rapidly increase capacity or obtain specialized expertise in response to emerging mission requirements, new technology priorities, cybersecurity needs, or other areas of strategic interest. These needs may be temporary and may not justify maintaining a full-time dedicated team for the duration of the contract"; what is the shortest expected duration for such a temporary staffing requirement?

RFI Question 9 - "How is cybersecurity integrated into requirements, design, development, testing, deployment, and maintenance?"; Since Appendix B does not list any security specialists in the "Current Supporting Roles" column, how does MCC do this today?

• will you issue separate task orders for support services and a another task order for development and testing services?

• Appendix B - MCC MIS - Technology used - "SSRS"; Microsoft is officially sunsetting SQL Server Reporting Services (SSRS) as part of its shift toward modern reporting platforms. Does MCC plan to migrate its business intelligence reports to PowerBI?

• Is MCC tracking BOD 26-04 concerning vulnerability remediation, and should we anticipate our teams being held to those timelines via SLAs?

• Appendix B - MCC IS - Technology Used - "Data Warehouse" - Does the data warehouse refer to a separate data system that is separate from SQL Server? If so, please provide details.

• I see you listed service now as one of the platforms you currently use, please explain what is the depth of utilization of service now capabilities and if you are leveraging their AI capabilities?

• How is MCC intending to assess alignment with the Executive Order 14402, and what specific evidence or reporting would you expect contractors to provide—both in proposals and during performance?

• The PWS references Section H for key personnel, but we were not able to find that in the included in the materials. Can MCC clarify the anticipated key personnel positions and any location requirements?

• With AI ie SI changing how support works, how many of MCC's applications are mission-critical and need immediate response, and how many are lower-priority and can follow standard response times? Will you share an application inventory with criticality ratings in the RFP?

• Appendix B only had about 18 FTEs listed. Can Appendix B be updated to show all 27 people

• A trending practice across the DoW realm includes an increase in the use of OTA or CSO vehicles. Can MCC access or otherwise be considering the adoption of those types of vehicles as a means of further striating specific development efforts?

• will a company with Microsoft partner levels be given preference?

• Appendix B was very useful. Would MCC consider providing architecture diagrams, technical documentation, or demonstrations of key custom applications to help vendors assess complexity and modernization effort?

• Does MCC anticipate making a set-aside determination for this requirement prior to release of the RFP?

• Does MCC have an anticipated timeline for releasing the final solicitation?

• Agree - a hybrid model makes sense for both sides. We understand the pressure to maximize FFP where the work is well-defined, such as O&M, program management, recurring data publication, and scoped development increments. But the current/draft PWS also includes surge support, unidentified future development, and emerging AI work where scope isn’t known at order time. Those are a bad fit for FFP. Either the vendor prices in the risk and MCC pays for the uncertainty, or orders need frequent modifications, which adds overhead for both sides. BLUF: We recommend a hybrid BPA that lets MCC choose FFP or T&M at the call-order level, based on how well-defined each requirement is.

• Could MCC clarify how many past performance references offerors will be required to submit?

• If you are able to share, what is going well and what is not going well with the delivery of the current contracted work?

• I see ServiceNow is being used for ticketing. Is ITSM the only ServiceNow solution currently deployed, and are there plans to expand into additional modules or custom applications? Also, is your ServiceNow instance hosted in ServiceNow’s Government Community Cloud or another hosting environment?

AV Team Page 4

• How long does the Public Trust clearance take on average? Does prior clearances speed up the processing?

• Is the current team of about 27 people a stable, standing team, with the same staff handling both O&M and modernization/enhancement work as sprint priorities shift? Or are O&M and modernization staffed separately?

• The new NASA SEWP VI has services as well as products. It might be an excellent vehicle for this type and size of work. It is a good replacement for CIOSP3 ordering is scheduled to open November 1.

• Ref the BPA structure, we recommend a multi-award BPA with a small pool of 3-5 awardees. That provides MCC access to specialized capabilities without requiring one vendor to cover down on everything. It also adds surge capacity beyond a single company’s bench and reduces single-vendor dependency and transition risk.

• Are you considering consolidating to a single vendor for all the work in the PWS (both development and O&M)?

• How old are your legacy applications that support the business and what is your plan to modernize them? Are you open to using AI platforms to modernize?

• Is the current contractor in purely O&M mode?

• Are there currently any performance and/or regression testing processes in place?

• At the beginning the disclosure stated the meeting won’t be transcribed. But can you clarify will the Q&A be posted/available along with the powerpoint slideshow?

• For your Power Platform and Power BI related applications and solutions, are you publishing and hosting these in Microsoft Azure GCC Moderate?

• Is MCC open to meeting with vendors that respond to the RFI, for further discussion before the solicitation? And would MCC be open to a reverse vendor industry day?

• Are you going to share the Q&A in addition to the presentation?

• Other Transaction Authority - Commercial Solution Opening

• MCC does not have legal authority to use OTA or CSOs - that authority is individually granted to agencies by statute. If you would like MCC to have that authority you can let Congress know that.

• Will MCC accept commercial past performance for this solicitation?

• The following statement was struck from the SAM.gov posting but remains in the PWS:

https://sam.gov/

AV Team Page 5

“The following categories of activities are within the total scope of this Contract, and the contractor must have proven experience providing support for these activities within a federal agency.”

• Is MCC's intent to remove this requirement from the PWS as well? If not, could MCC clarify whether offerors must demonstrate experience across all identified categories or only those applicable to their proposed scope of work?

• If MCC is seeking strong AI capabilities, we recommend that MCC open the past performance to commercial experience, especially since MCC is seeking partnership and future capabilities.

• Follow-up question please - Would it be fair to expect the final solicitation to allow sufficient time for a seamless transition from the current contract, or is MCC’s timeline independent of the incumbent’s POP? Thank you.

• Will MCC support facilitating re-badging of incumbent staff to retain domain knowledge?

• Are you open to CTA’s as the government will have more options to contractors with CTAs?

• Will the government downselect vendors from RFI submission? Or invite vendors for more information from their RFI responses

• What are the biggest challenges with the current application support model, and what would you most like the incoming team to improve during the first six months?

• When do you anticipate the final RFP to be released?

• Which positions do you expect to designate as key personnel? Could technical leads and developers work remotely from outside the D.C. metro area, with travel as needed?

• Sorry if I missed this but, will MCC provided a list of "interested vendors" - likely those that registered for this industry day (which has been super helpful btw!)

• Your current vendor has been there 10 years… how do you propose a new entrant to interact with the business stakeholders?

• If needed, can come off mute to provide further clarity regarding the question "For your Power Platform and Power BI related applications and solutions, are you publishing and hosting these in Microsoft Azure GCC Moderate?".

• How does MCC anticipate considering the relevant experience of named subcontractors when evaluating the proposed team?

• Are you looking for the offerers to have domain knowledge in order to respond to the rfp?

• Which personnel would need to be identified at proposal submission, and which could be recruited when individual orders are issued? Do you anticipate a minimum core team?

AV Team Page 6

• Do you have a single pane of glass to view the overall CI/CD process?

• For the data and AI work (Data Warehouse, Databus, IATI publishing, mcc.gov/data, and AI data readiness), would MCC consider making it a separate task area or call order that a small business could perform as a prime or a named subcontractor? Also, what platform does the Data Warehouse run on today, and are there plans to modernize it?

• Within the .NET and Power Platform portfolio, which applications have the greatest maintenance or modernization needs? Can you share the expected balance between ongoing support and new development?

• "What is the roadmap to upgrade MCC.API, Selection App, and Performance Management from .NET Framework / EF6 to Modern .NET 8+ / EF Core?"

"Is the team planning to containerize these backends on Linux Docker containers, or are they staying on Windows Server/IIS?"

"How are you handling the end-of-life status for the frontends using AngularJS across the app suite?"
