About this opportunity

The Department of the Navy's Naval Air Warfare Center Aircraft Division (NAWC-AD) is soliciting quotes for one Firm-Fixed-Price Functional Test Set, MATS (P/N 90249, NSN 4920-01-566-8231), with proposals due November 12, 2026. The procurement is a Total Small Business set-aside, and NAWC-AD is procuring the item in support of the Japan Ground Self-Defense Force's MV-22B Block C program through Foreign Military Sales.

Solicitation number N68335-27-Q-1021 replaces N6833526Q1183 per Amendment 0001, posted October 16, 2026. Amendment 0002 extends the closing date to November 12, 2026, and updates the technical data package. Vendors who previously requested drawings must request the updated package from Eric Glawson (eric.j.glawson.civ@us.navy.mil).

The Place of Performance field lists McGuire AFB, New Hanover, NJ. Delivery goes to TPS Aviation, Inc., 1501 Crocker Avenue, Hayward, California, ATTN: Maia Boac, within 26 weeks of award. The requirement is one unit under CLIN 1001.

Offerors must hold CMMC Level 2 (Self-Assessment) certification to request access to the export-controlled, CUI technical data package, and must hold a current, certified DD Form 2345 (Militarily Critical Technical Data Agreement) to receive the drawings. Offerors must also provide ISO 9001 certification, current SAM.gov small business representations, and a signed SF 18. DFARS 252.204-7025 applies. Items with a unit acquisition cost of $5,000 or greater require Item Unique Identification marking under MIL-STD-130 and registration in WAWF or an equivalent system. Inspection and acceptance are performed by DCMA, and the contractor must give 30 days' notice before planned acceptance.

Award goes to the lowest-priced technically acceptable offeror under Lowest Price Technically Acceptable (LPTA) evaluation. Technical acceptability depends on conformance to all CLINs, small business certification, DD Form 2345 submission, ISO 9001 certification, and the delivery schedule. Past performance is reviewed in SPRS, and Red ratings result in elimination. Proposals are valid for 120 days and must be submitted electronically to Eric Glawson, with Kelli Ryan (kelli.l.ryan3.civ@us.navy.mil) also listed as a point of contact.
