About this opportunity
The U.S. Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is soliciting quotations for the purchase, delivery, and installation of one new universal tensile testing machine, along with removal of the existing Instron 5584 tester. The Request for Quotation (RFQ) FA8606-26-Q-B0001 is being issued as a combined synopsis/solicitation for commercial products under firm-fixed-price terms. The tensile tester system must meet comprehensive technical specifications including a minimum static force capacity of 150 kN, dual static load cells (150 kN and 50 kN), a comprehensive software suite for test development and data analysis, a one-year comprehensive warranty covering all parts and labor, and two years of priority technical support. All offerors must provide detailed product information including model numbers and comprehensive descriptions to demonstrate compliance with the Salient Characteristics requirements. Award will be made to the lowest price, technically acceptable, responsible offeror based on evaluation of the three lowest-priced quotations (or all quotations if fewer than three are received). Critical deadlines include April 24, 2026 at 10:00 AM EDT for submission of questions, with answers provided by April 27, 2026, and May 1, 2026 at 4:00 PM EDT for quotation submission.
This procurement is set-aside for small business concerns under NAICS code 334519 with a small business size standard of 600 employees, and there is no incumbent contractor. The contract comprises three contract line items covering the tensile tester equipment, installation services, and removal of the existing equipment, with all deliverables to be completed at 2060 Monahan Way, Building 17, Wright Patterson AFB, Ohio 45433. Quotations must include all shipping costs, remain valid for a minimum of 45 calendar days from the quote request date, and include the contractor's SAM Unique Entity Identifier (UEI) and/or CAGE code along with proposed delivery dates. The vendor must provide installation services through a factory-trained and certified service engineer, including system introduction and safety training for up to four operators, detailed onsite software instruction for test method development, onsite computer integration, and force verification to ASTM E4 standards across the full 0-150 kN range in both tension and compression. The facility features 14-foot floor-to-ceiling clearance and adequate space to accommodate the new equipment, with the receiving dock and installation area on the same floor level approximately 150 feet from the delivery point.
