About this file

This is a Salient Characteristics document for a federal procurement of a Tensile Tester to be delivered and installed at Wright Patterson Air Force Base in Dayton, Ohio. The contractor must provide all labor, materials, equipment, and transportation necessary to deliver and install one new universal testing machine, as well as remove the existing Instron 5584 tester from the laboratory.

The tensile tester system must meet specific technical requirements including a minimum static force capacity of 150 kN, an extra-height load frame configuration with tall support base and stabilizers, and dual static load cells with capacities of 150 kN and 50 kN respectively. The system shall include a comprehensive software suite for machine control, test method development, data acquisition, analysis, and reporting with an intuitive user interface that allows creation and storage of complex, user-defined test methods and customized test reports. The equipment must provide an onsite crosshead speed of 12 inches per minute with 105 inches of displacement (with certificate of compliance), maintain at least 24 inches of distance between twin columns, and include a minimum one-year comprehensive warranty covering all parts, labor, and travel expenses plus two years of priority technical support and software updates. The vendor must perform installation through a factory-trained and certified service engineer, provide full system introduction and safety overview for up to four designated operators, deliver detailed onsite software instruction for test method development, perform onsite integration with customer-supplied computer systems, and conduct force verification in accordance with ASTM E4 across the full 0-150 kN range in both tension and compression with a certificate of compliance provided.

1. DESCRIPTION. The Contractor shall provide all the necessary labor, materials, equipment, tools, and transportation to provide and install one (1) Tensile Tester. The Contractor is responsible for removing the old tester (Instron 5584) and installing the new tester at Wright Patterson AFB, Dayton OH.

2. Characteristics, Scope, and Specs:

The system shall:

• Have a minimum static force capacity of 150 KN;

• Have a load frame of an extra-height configuration with a tall support base and stabilizers to ensure stability and accommodate a wide range of test fixtures and large specimens;

• Be delivered with a static load cell with a capacity of 150 kN;

• Be delivered with a static load cell with a capacity of 50 kN;

• Include a comprehensive software suite for machine control, test method development, data acquisition, analysis, and reporting;

• Include operating software that provides an intuitive, user-friendly interface and allows for the creation and storage of complex, user-defined test methods;

• Include software with a library of standard calculations and allow for the generation of customized test reports;

• Include an onsite crosshead speed of 12”/min and displacement of 105” with a certificate of compliance provided;

• Include a distance of at least 24” between the twin columns of the machine;

• Include a minimum one-year comprehensive system warranty, which must cover all parts, labor, and travel expenses for repairs, as well as two years of priority technical support and access to software updates;

• Include rigging

The vendor shall:

• Provide all necessary labor, materials, equipment, and transportation to deliver and install one (1) new universal testing machine (tensile tester);

• Remove the existing Instron 5584 tester from its location in the lab in order to place the new machine in its place;

• Ensure that installation is performed by a factory-trained and certified Service Engineer and include a full system introduction and safety overview for up to four (4) designated operators;

• Provide detailed onsite software instruction for up to four operators, to include the development of up to five new or converted test methods based on the user's specific applications;

• Perform onsite integration with a customer-supplied computer, including software installation and verification of stable communication between the computer and the test system;

• Perform an onsite force verification in accordance with ASTM E4 in both tension and compression across the full 0-150 KN range, with a certificate of compliance provided.
