About this file
This is a Questions and Answers document for a Material and Textiles Lab Tensile Tester contract at Wright-Patterson Air Force Base (WPAFB). The document addresses bidder inquiries regarding installation logistics, facility specifications, and technical requirements for procuring a new tensile testing system and removal of an existing Instron 5584 test machine.
Key facility and logistics details include: the distance from the truck delivery/unloading point to the lab installation location is approximately 150 feet with no obstructions; two forklifts will be required for equipment movement; the receiving dock has standard height and is on the same floor level as the test lab; the existing Instron machine to be removed is 138 inches in height and weighs 2,420 pounds; there is no preferred local rigging company for WPAFB, requiring bidders to source their own rigging services; and there is adequate floor space and ceiling height available for the new system meeting the specified salient characteristics. Regarding technical specifications, the 105-inch specification represents total required vertical test space prior to installation of load cells or fixtures. Certified calibrations to ASTM standards are required for displacement and speed in tension direction only, though the full 105-inch range need not be calibrated—approximately 10 inches of crosshead movement after specimen placement in the machine fixture is acceptable. The salient characteristics reflect specific operational requirements rather than a commercially available model. This is a brand-new contract with no incumbent vendor. Supporting documentation includes three photographs showing the lab entry doors, overall lab space and loading area, and the existing tensile testing equipment currently in use.

Material and Textiles Lab Tensile Tester
Attachment 2: Questions and Answers
1. The project requires on-site installation/rigging of a very large test machine (which will need to ship horizontally), and removal of an existing Instron 5584 test system. This will require the assistance of a local rigging company. In order to accurately incorporate the cost of delivering/installing the new test system and removing the existing test machine, we will need several details:
o Can you please provide photos of the test lab space, including room & door entry dimensions?
- Please see attached pictures.
o What is the distance from the acceptable truck delivery location to the lab installation location? Can you advise what's needed to move the system from the delivery location to the installation location and what equipment might be usable for that? What does the path look like in terms of doorways or other obstructions?
The distance from the loading and unloading point to the place of the machine is about 150’. Two fork lefts will be needed and there are no obstacles in the way.
- The distance from the loading and unloading point to the place of the machine is about 150’. Two fork lefts will be needed and there are no obstacles in the way. Please see attached pictures.
o Does the truck delivery location have a standard height receiving dock? And is this dock on the same floor level or surface as the test lab?
- To both questions the answer is yes.
o Can you advise if there is a local preferred rigging company for WPAFB that has credentials to work at your facility?
- There is no preferred local rigging company for WPAFB.
o Can you provide photos, dimensions, and the weight of the existing Instron machine that needs to be removed?
- The total height of the machine is 138” and the weight of the machine is 2,420 lbs
2. What footprint and ceiling height are available for the new test system and the customer-supplied operating computer?
- There is plenty of floor space and ceiling height for the required machine meeting the specification within Attachment 1 – Salient Characteristics.
3. Are the salient characteristics based upon an existing commercially available test system?
If so, can you provide the make and model of that test system for reference?
- These salient characteristics reflect our specific operational requirements and supported capabilities.
4. Our understanding is that 105in specification is the total required vertical test space prior to installation of load cells or fixtures. Is that accurate? If not, please clarify.
- Correct.
5. The system characteristics/specs include the following note: "Include an on-site crosshead speed of 12”/min and displacement of 105” with a certificate of compliance provided." Later in the scope, there is a request for ASTM E4 load calibration with certificate of compliance. Are we to understand that certified calibrations to relevant ASTM standards are requested for displacement (105in) and speed (up to 12in/min) in addition to load? If so:
o Are both tension and compression directions required for displacement and speed calibrations?
- Only tension requires this displacement and speed.
o 105in displacement calibration is an unusual request, as most individual materials tests will never see this sort of range. Is a shorter displacement range acceptable simply for calibration purposes? Our understanding is that the testing machine needs to have at least 105in travel, but it's odd that the entire 105in displacement range would need to fall into a calibration scope unless there is a test that will generate 105in of travel.
- The test specimen is very long the movement of the cross head, and the calibration of the machine need nit to cover the entire 105” but maybe 10” of movement after the specimen is placed in the fixture of the machine.
6. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
- This is a brand-new contract.
