About this opportunity
The Department of the Air Force Air Mobility Command seeks rental of a Material Transfer Vehicle (MTV) to support asphalt paving operations at Avon Park Air Force Range, Florida, with proposals due July 15, 2026 at 9:00 AM EST. The procurement is set aside 100% for small business.
Place of performance is Avon Park, FL. The MTV must reheat Hot Mix Asphalt to a minimum of 280 degrees Fahrenheit, be compatible with a Caterpillar AP900 Asphalt Paver, and meet specified salient characteristics including a 1,000 tons-per-hour elevator capacity, 600 tons-per-hour conveyor capacity, four-wheel planetary drive system, 30-inch conveyor slate width, 58-inch elevator slat width, and 13-ton hopper insert with remixing transition hopper. The MTV must be diesel-fueled and capable of rear-loading from dump trucks. Contractor personnel must be properly licensed to operate heavy machinery and legally authorized for military installation access.
The rental period is a minimum of 30 days and maximum of 50 days, with mandatory firm delivery by 0900 on August 3, 2026. Approximately 8,100 tons of HMA will be processed during paving operations on Taxiway Hotel. Offerors must submit pricing as a per-day rate for all 50 days; the Government will pay for actual days on-site with a guaranteed minimum payment of 30 days regardless of actual usage duration. One billing day equals up to 10 hours of equipment use within a single 24-hour calendar day, with prorated charges for partial days. The contractor is responsible for all routine and preventative maintenance scheduled outside paving hours, transportation assets, equipment failures, and 24-hour responsiveness to operational issues. Equipment breakdowns result in no charges during dwell time; if inoperable during planned operations, a prorated rate applies. The NAICS code is 237310, Highway, Street, and Bridge Construction. Evaluation criteria weigh technical acceptability and price. Offerors must provide a signed copy of Amendment 3, confirmation of the August 3, 2026 delivery date, and confirmation of compliance with Attachments 1 and 2 dated July 9, 2026.
