About this file
This is a Statement of Work (SOW) for providing rental services of a Material Transfer Vehicle (MTV) to support asphalt paving operations at Avon Park Florida Air Force Range, dated July 2, 2026, under Project ASPR-234870.
The Contractor shall provide a Material Transfer Vehicle capable of reheating Hot Mix Asphalt (HMA) to a minimum of 280 degrees Fahrenheit, loaded from the rear of a dump truck, and compatible with a Caterpillar AP900 Asphalt Paver. The MTV will process approximately 8,100 tons of HMA during paving operations on Taxiway Hotel, designed for Type A traffic supporting C-17 operations. The rental period runs from July 15, 2026, through September 30, 2026, for a minimum of 30 days and maximum of 50 days. Offerors must submit pricing as a per-day rate for all 50 days; the Government will pay for actual days on-site with a guaranteed minimum payment of 30 days regardless of duration. One "day" for billing purposes equals up to 10 hours of equipment use within a single 24-hour calendar day, with prorated charges for partial days. The MTV must remain continuously on-site and fully available for use, including standby days when no paving occurs. A Daily Equipment Log, verified weekly by the Government Project Inspector, serves as the official payment record and must accompany monthly invoices.
The MTV must meet specified minimum salient characteristics including a diesel fuel source, 1,000 tons-per-hour elevator capacity, 600 tons-per-hour conveyor capacity, four-wheel planetary drive system, and a 13-ton hopper insert with remixing transition hopper. The Contractor must provide a 13-ton hopper insert, equipment data sheet, operating manual, and maintenance documentation demonstrating preventative maintenance history. The Contractor is responsible for transportation via suitable haul assets, all routine and preventative maintenance scheduled outside Government paving hours, and responding to maintenance or operational issues within 24 hours. Contractor personnel must be properly licensed to operate heavy machinery, legally authorized for military installation access with proper identification, and available via cell phone during all workday hours. If the MTV becomes inoperable due to equipment failure rather than customer misuse, the Contractor will not charge during dwell time and will provide appropriate maintenance or replacement equipment with comparable specifications.

STATEMENT OF WORK (SOW)
FOR: Providing a Material Transfer Vehicle (MTV) to Reheat HMA to Add/Alter Txy Hotel
PROJECT: ASPR – 234870
DATE: 2 July 2026
1. Scope of Work The Contractor shall provide the equipment, labor, and supervision needed to deliver a Material Transfer Vehicle (MTV) that can be loaded from the rear of a dump truck and is compatible with a Cat AP900 Asphalt Paver.
The MTV will be used during paving operations on Taxiway Hotel at Avon Park Florida Air Force Range, Avon Park, Florida. The Taxiway is designed for Type A traffic and will be required to support C-17 Operations. The Contractor shall not commence work without prior coordination with the Contracting Officer, Project Inspector, and Using Agency.
2. Submittals The Contractor shall submit the following information to the Contracting Officer for approval.
Pending the Contracting Officer’s discretion, a similar deliverable that meets the intent of those outlined below may be accepted.
• Equipment Data Sheet: Outlines the performance specifications, operating conditions, instruments, and components associated with the equipment.
• Operating Manual: Outlines instructions, safety procedures, and technical information for using, maintaining, and troubleshooting the equipment or software.
• Maintenance Documentation: Documentation ensuring the MTV has received preventative maintenance. This can be displayed through a dated records log outlining previous oil, coolant, brake, transmission fluid, and engine oil services.
3. Execution & Delivery Requirements Schedule, Rental Period, and Availability
• Rental Period: The MTV will be rented for a minimum of thirty (30) days and a maximum of fifty (50) days.
• Requested Window: The equipment will be requested between July 15th, 2026, through September 30th, 2026.
• Availability Requirement: Following the five (5) day notification and subsequent drop-off, the MTV must remain continuously on-site and fully available for use by the Government for the duration of the rental period, regardless of whether active paving operations occur every day.
• Pricing Submission: Pricing will be charged based on the actual number of days the equipment is on-site and available for use. Therefore, offerors MUST submit pricing as a per-day rate for all fifty (50) days, rather than a total contract amount.
• Payment Guarantee: The vendor will be paid for the total number of days the machine was on-site and available; however, at a minimum, the vendor will be paid for thirty
(30) days regardless of whether the actual duration is shorter.
• Notification: No later than five (5) days prior to needing the MTV, the Contracting Officer will notify via email the Contractor to coordinate the drop-off time for the equipment.
• Completion of Use: The Government will notify the Contractor immediately upon the final day of use to terminate the rental and coordinate equipment pick-up.
• Transportation: The Contractor will provide the necessary haul assets to safely move on routinely trafficked civilian and military highways and roadways. The Contractor must also have the proper equipment to ensure the MTV can be uploaded to or downloaded from the haul asset.
Availability Documentation & Verification
• Daily Availability Log: To ensure accurate billing, the Government and the Contractor shall maintain a Daily Equipment Log. This log will verify the dates the MTV was on-site, fully operational, and available for use (including standby days where no paving occurred).
• Validation: At the end of each work week, the Government Project Inspector or a designated Government Representative must sign the log to verify the days of availability. These signed logs shall serve as the official record for payment purposes.
• Invoicing Requirement: The Contractor must submit copies of the signed logs with their monthly invoice. Invoices submitted without verified logs may be subject to payment delays.
Operational and Technical Requirements
• Heating Specifications: The MTV must be able to reheat Hot Mix Asphalt (HMA) at or above 280 degrees Fahrenheit so that the HMA can be adequately paved by the paving machine.
• Compatibility: The MTV must be able to be rear-loaded from the back of a dump truck and must be compatible with a Cat AP900 Asphalt Paver.
• Hopper Insert: The Contractor must provide a Hopper Insert that abides by the standards outlined in the salient characteristics. The Hopper is important because it will attach to the paver and will assist in the remixing of the asphalt design and reduce segregation of the final product.
• Quantity: The total amount of HMA that will be reheated by the MTV is approximately 8,100 tons.
Maintenance and Equipment Failure
• If the MTV fails to operate due to no fault of the customer’s utilization, the Contractor will not charge the customer during the dwell time when the equipment is inoperable.
• The Contractor will respond by sending the appropriate maintenance assets to remedy the issue or replace the MTV with one that is comparable in specifications.
4. Performance and Personnel Payment, Availability Verification, and Definition of a "Day" Before final payment is allowed, both the Contractor and Contracting Officer must agree on the total days the MTV was on-site and available, as verified by the signed Daily Availability Logs.
For billing purposes, one (1) "day" is defined as up to ten (10) hours of equipment use within a single 24-hour calendar day. The daily rate applies to each calendar day the equipment is fully available on-site. In the event the equipment breaks down and becomes inoperable during a day of planned utilization, the Contractor can charge a prorated rate based on the hours the equipment was actually available. The Contractor will not be paid for days or fractions of a day where the equipment is mechanically out of service.
Routine Maintenance Requirements
The Contractor is responsible for performing any regular or preventative maintenance required by the MTV during the rental period. All regular maintenance must be proactively scheduled and conducted outside of the Government's planned paving hours to ensure it is completed without the interruption of daily operations.
Contractor Personnel Requirements Contractors are responsible for the safety and wellbeing of their employees.
• Licensing: Drivers must be properly licensed, capable of operating heavy machinery, and capable of communicating in English.
• Installation Access: Drivers must be legally allowed to enter and operate a motor vehicle on a military installation and must always carry proper identification.
• Communication: Drivers must be able to contact business leadership during all hours of operation via cell phone.
• Responsiveness: Contractors must be available via cell phone communication during all times of the workday to respond to any maintenance or operations issues associated with the utilization and employment of the MTV. Contractors must be able to respond to such issues inhibiting the utilization of the MTV within a reasonable 24-hour window.
