Key technical requirements include an elevator capacity of 1,000 tons per hour, a conveyor capacity of 600 tons per hour, a diesel fuel source, a four-wheel planetary drive system, and specific dimensional specifications including a 113-inch truck hopper width and 30-inch conveyor slate width. The MTV will be rented for one month (30 days) between late September and October, with the government providing three weeks' notice before equipment drop-off. The contractor must reheat approximately 8,100 tons of Hot Mix Asphalt material to a minimum of 280 degrees Fahrenheit and is responsible for providing haul assets, loading and unloading equipment, properly licensed and English-speaking operators authorized for military installation access, and maintaining 24-hour cell phone availability for maintenance support with a maximum 24-hour response window. The Statement of Work requires submission of equipment data sheets, operating manuals, and preventative maintenance records prior to delivery, and specifies that the contractor will not be charged for dwell time if the MTV fails to operate due to no fault of the customer. No specific award value or budget range is disclosed in this pre-solicitation notice.
