About this opportunity

The Indian Health Service (IHS) is soliciting proposals for the installation and support of HSPD-12 access control systems and pharmacy intrusion alarm systems at two tribal health facilities in Virginia: the Mid-Atlantic Service Unit (MASU) and the Monacan Health Center (MHC). The procurement requires GSA-approved access control systems with card readers and keypads for 86 total doors (54 at MASU, 32 at MHC), along with federally-approved pharmacy security systems featuring motion detectors, door contacts, panic devices, and integration with Federal Protective Services' Central Monitoring Service. The systems must comply with FIPS 201-3 standards and integrate with existing security camera workstations to create centralized management systems at each site. Contractors will be evaluated based on price, past performance, technical capabilities, and site visit attendance using a trade-off evaluation methodology. The original proposal due date of August 8, 2025 has been extended to August 13, 2025, with site visits scheduled for July 2025.

This opportunity is designated as a set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act, requiring contractors to maintain Indian Economic Enterprise status throughout contract performance. No incumbent contractors are identified in the solicitation documents. The contract structure includes a base year for system delivery and installation within 60 days of award, followed by four optional maintenance and support years, creating a potential five-year total contract duration. The work will be performed in Charles City, Virginia, with installation requiring strict adherence to infection control guidelines and OSHA safety standards given the healthcare facility environment. The solicitation falls under NAICS code 238210 for Electrical Contractors, and successful offerors must be registered in the System of Award Management (SAM) and comply with Section 508 accessibility requirements.

The Mid-Atlantic Service Unit requires the installation and support for a GSA (FIPS 201) Approved HSPD-12 access control system, including card readers, associated keypads and hardware for two recently completed construction projects: Mid-Atlantic Service Unit (MASU) and the Monacan Health Center (MHC).

Additionally, both clinics (MASU and MHC) require a GSA/federally approved pharmacy intrusion alarm system with additional panic devices (buttons and wearables) and cameras, with alarm networking to the Federal Protective Services as the Central Monitoring Service (CMS) provider.

Contractors will integrate the access control system, alarm system with the existing security camera system workstation, resulting in one centrally managed work station for each site.
