About this opportunity

The Defense Health Agency (DHA) Northeastern Markets Contracting Division has issued a Special Notice announcing its intent to award a sole-source Blanket Purchase Agreement to Cardinal Health 414, LLC for radiopharmaceutical supplies. The procurement will support nuclear medicine departments at Walter Reed National Military Medical Center and A.T. Augusta Military Medical Center, providing essential radiopharmaceuticals including kits, unit doses, PET radiotracers, and therapies. The government intends to utilize the statutory authority under FAR 6.302-1 "Only one responsible source" to justify the sole-source award to Cardinal Health. This Notice explicitly states it is not a request for competitive proposals or quotations, and the government reserves sole discretion in determining whether to pursue competitive procurement. The opportunity falls under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) and PSC code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits And Sets).

The primary purpose of this Special Notice is to inform the contracting community of the government's intent to award a non-competitive contract while providing an opportunity for other capable suppliers to demonstrate their qualifications. Interested parties who believe they can provide the requested radiopharmaceutical reagents must submit their capabilities and price lists by 10:00am EST on July 10, 2025, via email to specified government contacts. The procurement covers critical supplies for general nuclear medicine, positron emission tomography (PET), and on-call diagnostic and therapeutic procedures at both military medical centers. Cardinal Health has been identified as the sole supplier capable of meeting the government's specific requirements and serves as the critical backup source during nuclear isotope and kit shortages. Contractors must demonstrate their capability to provide the full spectrum of radiopharmaceutical products required for these specialized medical applications. The government will consider submitted information solely to determine if conducting a competitive procurement would be in the government's best interest.
