About this opportunity
The Federal Aviation Administration (FAA) is conducting a Market Survey/Request for Information (RFI) to establish the Center for Advanced Aviation Technologies (CAAT) as mandated by the FAA Reauthorization Act of 2024. The agency seeks to develop an airspace laboratory, flight demonstration zones, and testing corridors to support Advanced Air Mobility (AAM) and emerging aviation technologies. The RFI targets industry, academic, research, and governmental entities to assess their capabilities, interest, and potential contributions to the CAAT initiative. Respondents are expected to provide detailed information about proposed facilities, including location proximity to commercial airports, aviation manufacturers, existing FAA facilities, and academic institutions. The key submission deadline is January 20, 2025, at 6:00 PM EST, with responses to be sent to Chersharon.y.king@faa.gov.
The pre-solicitation notice indicates no specific set-aside designations and does not mention incumbent contractors. The CAAT is intended to be fully established by September 30, 2026, with the project falling under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences. While specific award values are not disclosed, the RFI requests respondents to provide estimated costs over a 5-year lifecycle for proposed facilities and capabilities. The FAA's objectives include creating infrastructure to support testing and advancement of new aviation technologies, with a particular focus on integrating Advanced Air Mobility solutions. The project will encompass multiple geographic locations, potentially including both rural and urban communities, to comprehensively support aviation technology development and testing.
Notice text
The Federal Aviation Administration’s (FAA) continuing mission is to provide the safest, most efficient aerospace system in the world. To meet this goal, the agency is taking an incremental approach to Advanced Air Mobility (AAM)[1] integration and is evaluating a variety of use cases and technologies needed for future AAM operations.
The FAA is seeking the public’s interest and capabilities for the development of a plan for the Center for Advanced Aviation and Technology as mandated by Section 961 of the FAA Reauthorization Act of 2024. Section 961 requires that the Center for Advanced Aviation Technologies (CAAT) be established by September 30, 2026.
The purpose of this Market Survey/ Request for Information (RFI) is to:
- Inform industry of the FAA’s intent to implement, under the direction of Congress, a CAAT airspace laboratory, flight demonstration zone(s)[2], and testing corridors[3], to support the testing and advancement of AAM and other new and emerging aviation technologies.
- Survey the marketplace to assess the level of interest and capabilities among qualified industry, academic, research, and governmental entities; and obtain estimated costs.
