About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey to identify qualified vendors for laboratory support services at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. The procuring agency seeks comprehensive laboratory analysis capabilities encompassing routine wastewater discharge monitoring, monthly stormwater monitoring, hazardous waste analysis, soil testing, asbestos sample analyses, and air sampling for industrial hygiene monitoring on an as-required basis. Prospective contractors must demonstrate expertise in environmental and industrial testing, maintain appropriate laboratory certifications and licenses, comply with EPA and OSHA regulations, and possess qualified personnel including Certified Industrial Hygienists. The FAA will use responses to this market survey for informational purposes only to inform acquisition planning decisions and to determine whether the requirement can be set-aside for small businesses. Interested vendors must submit statements of interest and capabilities by January 20, 2026, which is the deadline for responses to this pre-solicitation notice.
This market survey carries no set-aside designation at this time, though the FAA will use market survey results to determine potential small business set-aside eligibility for the anticipated contract award. The FAA reserves the right to add incumbent contractors and other sources that meet established criteria and have demonstrated satisfactory past performance. The anticipated contract structure will be an Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price provisions and option periods for four additional one-year renewals, though specific contract values or minimum/maximum quantities have not been disclosed in this pre-solicitation announcement. Most analytical test results are required within seven days of sample receipt, with emergency testing potentially requiring 24-hour turnaround capabilities. The comprehensive list of required analytical tests spans volatile organic compounds, pesticides, PCBs, metals analysis, biological contaminants, and specialized industrial monitoring services across multiple sample types including water, soil, air, and bulk materials.
