About this opportunity
The Federal Aviation Administration's Corporate Training Solutions Division is conducting a market survey to identify qualified sources for instructional support services for AMA-300 training. This procurement seeks comprehensive training support including instructional delivery, contract management, course development, and administrative support across multiple labor categories such as instructors, program managers, subject matter experts, graphic artists, technical writers, web designers, and administrative assistants. Training will be delivered primarily at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma, following FAA training procedures, guidelines, and methodologies for technical and operational experts involved in equipment maintenance and operation. Interested vendors must submit capability statements of no more than five pages describing their experience in contract management, instructional services, workforce management, recruitment plans, quality control, and past performance in similar training programs. All responses must be submitted electronically to joe.oglesby@faa.gov by 5:00 PM CST on July 30, 2025, with the subject line "MARKET SURVEY RESPONSE: Instructional Support Services."
The procurement is anticipated to be set aside for 8(a) certified small businesses, as contract performance has historically been achieved by fully certified 8(a) firms, though the government welcomes interest from all small businesses including service-disabled veteran-owned and women-owned small businesses. The primary NAICS code is 611519 (Other Technical and Trade Schools) with a size standard of $21 million. While no specific award values are provided in this market survey, the contract is expected to span one base year and four option years from September 1, 2026 to August 31, 2031. The government has not yet determined the final acquisition strategy and may pursue full and open competition or maintain the set-aside designation based on survey responses. No incumbent contractor is specifically identified in the documentation, and the FAA emphasizes this is strictly a market research effort with no commitment to proceed with procurement.

This market survey should identify qualified and capable sources that can provide instructional support services for AMA-300 training. The current contract’s performance work statement (PWS), along with attachments thereto, is provided as an attachment to this market survey to inform and assist interested vendors of the technical work required. However, interested respondents are cautioned that the Government at its discretion may update and or revise this PWS for any potential follow-on contract.
At this time, the acquisition strategy and nature of competition has not been determined for any potential follow-on contract. The Government welcomes statements of interest and capabilities from all small businesses, including service-disabled veteran-owned small business, women-owned small businesses, and 8(a) certified firms, which can provide the required items and services. However, contract performance has historically been set aside and achieved by fully certified 8(a) businesses. It is the Government’s intent to sustain the 8(a) set aside should results of this survey conclude that it is appropriate to do so. Depending on responses to this survey and analysis of market research collected, the Government may, at its discretion, decide to pursue a full and open competition or set-aside all or part of the procurement.
