Services sought include grounds maintenance, janitorial services, pest control, elevator maintenance, waste management, and window cleaning. The Federal Aviation Administration will evaluate responses based on relevant experience, past performance, resources to complete the work, and certifications if applicable. The procurement may be set aside fully or partially for small or socioeconomically disadvantaged businesses. The NAICS code is 561210 and PSC code S206. The place of performance will be at multiple FAA locations in the Jacksonville District. The anticipated value is the base year plus four option years. Update #2 ·

ALL QUESTIONS MUST BE SUBMITTED IN WRITING, NO PHONE CALLS PLEASE.
The Federal Aviation Administration, Eastern Service Area, is conducting a Market Survey/Request for Information to gain understanding of the current marketplace and to identify responsible, capable sources. Responses to this market survey will be used to determine if there is adequate competition to set this requirement aside for Small Disadvantaged Businesses. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. This survey will be utilized for acquisition planning, as well as to determine if there are any responsible small disadvantages businesses or other small businesses capable of performing this project.
This Market Survey is for the requirement to provide Consolidated Facilities Maintenance Services at various Federal Aviation Administration (FAA) facilities in the Jacksonville District.
This acquisition will be a two-phase procurement. The first phase will be initiated by Screening Information Request (SIR) requesting information to evaluate Offerors’ qualifications and to develop a short-list of firms determined to be best qualified to provide required Services for this Consolidation effort. The short-listed firms will then receive a Request for Proposal (RFP) to submit pricing in approximately June 2019. Responses to the RFP will be due approximately 30 days after RFP issuance. Proposals or offers will be evaluated in accordance with terms included in the RFP, and contract award will be made in approximately August 2019. Service are expected to begin in October 2019.
All responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals at this time. Presently, the nature of the competition has not been determined. Upon solicitation the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA’s 8(a) Program.
All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested vendor's expense.
The FAA is seeking responsible contractors interested in providing Offers for Facilities Maintenance Services for multiple Federal Aviation Administration (FAA) facilities in the Jacksonville District. The anticipated period of performance is one (1) Base Year plus four (4) Option Years.

The failure to obtain adequate responses from responsible SBA 8(a) firms or other small businesses may result in the determination to conduct this procurement action under full and open competition.
SECTION II â€" CAPABILITY STATEMENT: In order to make this determination the FAA requires the submission of the following information from interested vendors:

Update #1 ·
