About this file
This market survey announcement solicits capability statements from contractors interested in providing consolidated facilities maintenance services at multiple Federal Aviation Administration facilities in the Jacksonville District. Services sought include grounds maintenance, janitorial services, pest control, elevator maintenance, waste management, and window cleaning. Interested vendors must submit capability statements by June 10, 2019 demonstrating experience with similar size, scope and complexity, as well as certifications and resources to complete the work. The anticipated period of performance is one base year plus four option years. The FAA will evaluate responses to determine competition and set-aside opportunities for small or disadvantaged businesses prior to a potential solicitation.

Questions and Answers Jacksonville Consolidated Facilities Maintenance Services
697DCK-19-R-00277
What is the previous contract number and contractors name?
This is a new effort and there is no current incumbent or standing contract.
What is the value of current contract?
This will be the first of its kind for this district. Therefore, there is no current pricing or historical pricing to share. However, the projected cost magnitude for the total award is between $5,000,000 and $10,000,000.
Please clarify the square foot of the following buildings:
Orlando Executive (ORL) & Pensacola ATCT/TRACON
Orlando Executive is approximately 2,470 sq. ft.
Pensacola ATCT/TRACON is approximately 18,000 sq. ft.
We were told that each requirement at all the locations were being rolled into one contract for the entire district. Is it correct that Offerors must bid all or none?
Yes, that is correct. All Offerors that desire consideration must bid on the entire requirement. FAA intends to only make one firm fixed award to one Vendor for all Services noted in Section C of the Solicitation document. The successful Offeror will be responsible for the complete Facility Maintenance for the Jacksonville District facilities in accordance with the publicized consolidated Statement of Work.
If a company was unable to visit all sites, will the company be disqualified from the competition?
No. However, Site Inspection is always highly encouraged, as to ensure Offerors make informed decisions when extending their priced Proposals to the Government.
Will there be a modification forthcoming that adjusts the Survey forms submission date and RFP release/response dates?
To date, the close/proposal due date has been extended to no later than 30 August 2019, 5:00pm EDT. Please monitor the FAA Contract Opportunities Website for any Amendments to the Solicitation at www.faaco.gov for any future changes.
I was curious if under this contract, the FAA anticipates the POSSIBLE need for any services related to environmental issues as part of the tasks required of the selected contractor?
To my knowledge, the tasks outlined are pretty much what they are detailed as in the Statement of Work. However, the Site Visit Attendee list will be published in the subsequent Amendment and any business who believes their services may be needed and is interested in being a sub-contractor to any of the potential prime contractors may directly contact any of the companies on the Site Visit Attendee list.
I just came across for the Market Survey for Jacksonville Consolidated Facilities Maintenance Services. My question to you is would it be too late for me to submit my company information at this time?
It is too late to respond to the Market Survey, but it was simply to poll the Market for interested eligible Offerors and to assess their capabilities. But at present the actual Solicitation, requesting Proposals has been issued and any interested Offerors may submit their Proposal Packages and Past Performance Surveys for consideration up to the close date, 30 August 2019.
As a HubZone concern, would we be initially eligible? Or is another type of set aside more desirable to the FAA at the moment?
The requirement is being offered to qualified, responsive concerns and offers will be considered using a tiered order of precedence. Tiered evaluation of offers allows the FAA the means to promote small business while providing the opportunity to continue with the procurement action in the event there is inadequate or insufficient small business participation. Each tier will be evaluated using the procedure outlined below.
A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated.
First Tier. It is the intent of the FAA to attempt to award a contract on a competitive basis to an socially and economically disadvantaged business (SEDB) that has been expressly certified by the Small Business Administration for participation in its 8(a) program, or a service-disabled veteran owned small business (SDVOSB), provided that adequate competition is received and an award can be made at a fair and reasonable price.
Second Tier. If circumstances do not permit award in the first tier amongst socially and economically disadvantaged businesses (SEDB) and service-disabled veteran owned small businesses (SDVOSB), then the Government will proceed with evaluations of offers from any small business concern, provided that adequate competition is received and an award can be made at a fair and reasonable price.
Third Tier. Finally, if circumstances do not permit an award in the second tier, the FAA will evaluate offers and attempt to award a contract on the basis of full and open competition from among all responsible, responsive offers received providing award can be made at a fair and reasonable price.
Adequate competition is defined as at least two (2) competitive offers received from qualified, responsible business concerns at the tier under evaluation.
Once offers are received they will be evaluated by tier according the order of precedence previously specified.
If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made.
