About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to assess contractor capabilities for replacing Flow Control Valves at the Potomac Consolidated TRACON facility located in Warrenton, Virginia. This procurement, funded through the 2022 Bipartisan Infrastructure Law, seeks to identify potential service providers capable of completing the valve replacement project. Interested vendors must submit a comprehensive capability statement by January 13, 2025, at 10:00 AM CST, which should detail their service types, previous contract experiences, and years in business. The FAA will use these submissions to determine whether adequate competition exists for a small business set-aside or if an unrestricted competition is more appropriate. Responses must be emailed to Bryon Nolan at bryon.r.nolan@faa.gov, with the Market Survey Identifier 6973GH-25-00704 included in the subject line.

The market survey is open to businesses of all sizes, including large businesses, small businesses, and disadvantaged small businesses within the Plumbing, Heating, and Air-Conditioning Contractors (NAICS 238220) category. Vendors with SBA 8(a) certification are encouraged to provide a copy of their certification letter as part of their submission. At this stage, the FAA is not soliciting proposals and will not compensate vendors for their market survey responses. The acquisition strategy remains undetermined and will be finalized based on the capabilities and interest demonstrated by respondents. While specific contract award values and precise project timelines are not yet established, the market survey represents a critical initial step in the procurement process for this infrastructure improvement project.
