About this opportunity
The U.S. Army Corps of Engineers, Tulsa District, is conducting market research and seeking industry feedback on optimal project delivery methods and contracting vehicles for four MILCON projects at Tinker Air Force Base, Oklahoma, with responses due by 2:00 PM CST on July 23, 2026.
The four projects total approximately $320 million in combined estimated value: a 2-Dock Program Depot Maintenance Hangar ($124 million, 102,150 GSF, 2.5–3 year performance period); Aircraft Pavement and Engine Runup facilities ($60 million, 45,000 GSF, 1.5–2 year performance period); a second 2-Dock Program Depot Maintenance Hangar with plant equipment support ($115 million, 102,150 GSF, 2.5–3 year performance period); and a Support Shops and Staging Building ($24 million, 40,000 GSF, 1.5–2 year performance period). All involve high-bay maintenance facilities with administrative spaces, specialized shops, airfield improvements, and infrastructure work.
The Government seeks evaluation of four delivery methods: Design-Bid-Build, Construction Manager at Risk under OTA, Design-Build to Budget under FAR, and Progressive Design-Build under OTA. Industry input must address company information, bonding capacity, socioeconomic status, budget realism assessment, cost drivers and schedule risks, collaboration priorities, contract incentive preferences, and delivery recommendations with supporting rationale. The Government also requests feedback on early price certainty feasibility, relevant project experience, proposal development stipend requirements, and capability to serve as prime contractor across all four projects.
Responses should be directed to Daniel Foyil at Daniel.A.Foyil@usace.army.mil.
