About this opportunity
The Defense Logistics Agency (DLA) Troop Support Subsistence, located in Indo-Pacific, is conducting a Request for Information (RFI) to research market-ready grocery items for Department of Defense (DoD) and Non-DoD customers on the Island of Oahu. The agency intends to issue a Simplified Indefinite-Delivery Contract (SIDC) for a full line of perishable and non-perishable grocery items, with the ultimate goal of crafting an appropriate future solicitation. Potential offerors are required to propose on all items in the solicitation's Schedule of Items, and failure to do so may result in technical unacceptability. The RFI requires vendors to submit a completed Market Research Survey by close of business on March 12, 2025, with responses to be emailed to Bradley Ah Nee and Kirk Moser. Offerors are expected to submit their most competitive proposal that is responsive to all solicitation requirements and free from deficiencies.
The contract opportunity is designated as a Total Small Business set-aside, with a potential maximum ceiling of $1,000,000 and a performance period from May 15, 2025 to May 14, 2030. Vendors must demonstrate capabilities to service all delivery points listed in the customer list, meet minimum delivery requirements, and possess full-line vendor status. The NAICS code for this procurement is 424410 (General Line Grocery Merchant Wholesalers), and the PSC category is 8950 (Condiments And Related Products). Potential offerors must be registered in SAM.gov, capable of using the STORES (EDI) system for cataloging, invoicing, and ordering, and able to support specific EDI transactions. The solicitation emphasizes locally sourced products, seasonal holiday items, compliance with USDA quality standards, appropriate packaging with clear labeling, and delivery capabilities to DoD customers across Oahu.
