The United States Special Operations Command, through Naval Special Warfare Group FOUR, is soliciting maritime courses of instruction to provide naval personnel with comprehensive training in United States Coast Guard-approved maritime education. The procured services include four primary courses: a 10-day 100 Ton Masters certification course, a 5-10 day RADAR Observer Unlimited course, a 5-day Celestial Navigation as GPS Backup course, and a 5-day STCW for seafarers course, with potential for additional customized courses to be negotiated. Contractors must demonstrate the ability to deliver these courses at existing commercial training facilities and provide all course materials, documentation, and monthly after-action reports to Naval Special Warfare personnel. The government will award the contract using a Lowest Priced Technically Acceptable (LPTA) methodology, evaluating offerors based on technical capability statements (not to exceed 12 pages), past performance, and pricing. The contract has a not-to-exceed value of $2,000,000 and covers a five-year period of performance with potential for a six-month extension, structured as five individual ordering periods on a firm-fixed-price basis. Training will be conducted at facilities within 50-mile radii of three locations: Virginia Beach, Virginia; San Diego, California; and Stennis Space Center, Mississippi, with course attendance anticipated to range from 2 to 24 students per course session and an estimated 50 students per course across each location. The solicitation is restricted to businesses within NAICS 611699 (All Other Miscellaneous Schools and Instruction) with a size standard of $16,500,000, and subcontracting to large businesses is prohibited.
