About this opportunity

The Defense Logistics Agency Land and Maritime (DLA Land and Maritime) is soliciting proposals for the Maritime Acquisition Advancement Contract (MAAC), a 10-year, multi-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation seeks to provide maritime-related products and incidental services to support U.S. Naval Supply Weapon Systems Support (NAVSUP WSS), DLA, DoD, and other federal agencies across 10 Integrated Weapons Systems Team categories. Vendors must submit proposals by December 10, 2024, through the DoD SAFE system, with a comprehensive package including pricing, past performance, and small business participation plans. The evaluation will focus on technical factors, supply chain management, obsolescence management, and pricing, with a requirement that offerors quote at least 70% of the Price Evaluation List (PEL) items. Proposals must include detailed documentation such as a Joint Venture agreement, Purchasing System information, and a Subcontracting Plan.

The solicitation includes small business set-asides, with four awards specifically reserved for small businesses and a mandatory 40% small business participation requirement across the contract. The total ceiling value for all MAAC contracts is $10 billion over the 10-year period, with each contract structured as a 5-year base period followed by five 1-year option periods. The contract will cover 100 line items across various Federal Supply Classes, including electronics, propulsion systems, valves, pumps, and sensors, with estimated annual quantities varying by item. Performance will occur across CONUS locations, with FOB Origin shipping terms. The estimated contract start is Spring 2025, and the government anticipates making multiple awards to provide comprehensive maritime acquisition support, with pricing to be evaluated using a firm-fixed ceiling price model for the base period and subsequent option years.
